that is, if it passes legal muster, cnn's sara murray joins us now with the latest. so explain what happened today. >> well, what we saw is the republican majority on the state election board push forward this rule change that would go into effect in october against the advice of the secretary of state, against the advice of the republican attorney general against the pleadings of bipartisan election officials across the state. and essentially what it does is it says that after you've conducted this whole alliance russian election workers, you've been awake all day. you need to hand count the number of ballots that have been turned in. you need to compare that to the number of ballots that voting machines say we're castes and compare those two numbers. and so there are a lot of concerns about this from the perspective of statewide election officials and local election officials. one is you know, they've been working all day hand-counting paper ballots is not a perfect science. usually the machine-count numbers are better and that you have a chain of custody issue wit

to get to some new reporting on the all important battleground state of georgia, my colleagues, sara murray and jason morris are learning three republican members of georgia's state election board are pushing through new rules that could jeopardize the state's election certification cnn sara murray is here with me now, sara, what are you learning? >> well at the big rules that they're concerned about are around this election certification issue. the board is now allowing local election boards to conduct what they call a reasonable inquiry before certification, but they don't describe what that is there, letting them demand all kinds of election-related documents that they can exam and then before they hit this certification deadline, you know, there's also a part of these rules that says if they find discrepancies, if they find things that are wrong with the account that they have to figure out how to remedy the count. so all of this has people concerned that these local election boards are not actually going to certify the results on time. and that could throw the state into chaos, that co

have a big impact on health status he counts votes and win election results are revealed and cnn's sara murray is here to break all of this down for us. sara, lovely to see you. my understanding is one of these measures that they are looking at just actually went through. can you explain? >> yes. they are considering a dozen rules that could go into effect around november and election officials in the state basically begging them to stop making changes when we're just weeks out of early voting. so here's just a couple of them and i'll explain the one that passes. we get to it. but one of them is this provision that would require a marking absentee ballots to distinguish them between provisional an emergency palace, which seems like not a big deal, except that all of the ballots in georgia have already he's been printed and they're about to go out. another one of these rules requires a hand count of the number of ballots on election day at these polling places to make sure the number of ballots cast matches with the tally from the machines. and this is the rule that just passed and was a big co

. >> cnn political correspondent sara murray is here with us now. sarah, who are these republican board members? and what are these new rules? >> will brandon normally a state election board is a pretty boring thing, but because we have these new republican board members, they've sort of formed this activists majority. they're able to push through a lot of controversial rules, say, looking at people like rick jeffries, the former state senator, jen l. johnston, who is a retired obstetrician and janel king who is the newest member of the board. she's a republican media personality and they've really gang together their to push forward some rules that are causing consternation. the big one is about certification. they basically allowed county election boards to conduct their own many investigations before they start certify, they call it a reasonable inquiry. they're thing you can demand all these documents, but it also made some other changes. they're requiring an i.d. for certain in-person absentee valid drop-offs, they're increasing partisan poll w

therefore, who wins the election probably sara murray is outfront frustration in savannah pennsylvania to know who won pennsylvania on election night? >> zero, almost zero, tightening race in the commonwealth of pennsylvania, 43 states allow election workers to start preparing mail-in ballots before election day to speed up the time it takes to count them. pennsylvania does not and it leads to a perception that the vote count is delayed and pennsylvania no one sitting around waiting. >> everybody is aware of how time sensitive and how highly scrutinized the election results are in pennsylvania i want to. get rid of mail-in voting. >> we know that there's going to be a lot of allegations. they're just not based on any truth whatsoever about pennsylvania where they throw the poll watchers out they threw him out from the moment when polls are closed until the race can be called, that window of time is the biggest opportunity for miss and disinformation was spreading we don't want them to find any ballot at 4:00 in the morning in so it's like just after 6:00 a.m. we're headed to the electi
