let's bring in karl penhaul standing by in gaza and sara sidner in jerusalem. karl, first to you. you have new information about the explosion on thursday that killed 16 people at a shelter in gaza. what is the latest? >> reporter: that is what is occupying all of our attention tonight, a statement from the military. we have to be precise about their language. this, of course, was a sensitive issue and in that explosion, according to the authorities and what cnn team's observed and reported on that day, 16 killed and more than 200 wounded. now the military is coming forward and saying it caused the explosion. the israeli military saying that a single errant mortar caused that explosion. however, the israeli military says it was extremely unlikely anybody was killed and goes on to add that it rejects the claim that people were killed the the israeli military does accept as does eyewitnesss on the ground that there had been intense fighting going on during the course of the day. what has the reaction been? after all, that school was a designated united nations' shelter. hundreds wer

>> sara sidner. sara, thank you very much. this just in to cnn, less than two hours, the united nations security council will hold an emergency meeting on the middle east crisis. i want to bring in now senior united nations correspondent richard roth on the phone. richard, what is the council expecting to accomplish this evening? >> this is going to be a statement. what is significant is that all 15 countries agreed to it, that's not always possible when it comes to the middle east, but clearly the school attack, the u.n. school in gaza has galvanized the council into action. the statement that really refers to the school attack, the security council will emphasize that civilian and humanitarian facilities including those of the u.n., quote, must be respected and protected and called on all parties to act consistently with this principle. the council statement begins by saying, the council is expressing its, quote, grave concern regarding the deterioration in the situation as a result of the crisis related to gaza and the loss

sara sidner is now joining us from jerusalem. we know they're working on a deal but the white house told us a short time ago that secretary kerry has not given up, is still making calls. is anybody making any headway as far as you can tell there? >> if you were looking at the situation now at this point, no. but, of course, they are still pushing and you have heard this sort of back and forth between israel saying, yes, e we will have another cease-fire. it was after a 12-hour cease-fire that did hold and no response from hamas on that. they rejected that. then israel came back. he said, okay, we'll do a 24-hour cease-fire. hamas, initially no response. and then we heard from hamas after they rejected that offer from israel. hamas saying, okay, now we'll do a 24-hour cease-fire. in the meantime there were rockets coming. since midnight so far we know there were 56 rockets or mortar shells that have come into israel. three houses have been hit. at least one person, a civilian injured inside one of those homes. we also know the idf

let's bring in sara sidner live near the israeli/gaza border. sara? >> reporter: well, we can tell you that the cease-fire we have heard for ourselves has been violated already. we know there was a mortar that came over just after the cease-fire was agreed upon here near where we're standing actually. what you see over my left -- right shoulder is gaza itself. you can't say much action going on there. i can tell you we've been listening to artillery fire coming from the israeli side. let me give you some idea of what happens when a mortar comes. we would have to, and so would anyone for example on the road there, would have to come and try to find a safe place. this, as you can see, huge blast walls, we would get down behind these walls, gaza being that way and we would just crouch down like so to try and stay away from any of the fire that's coming over from the border. i can also tell you this, in talking to israelis today here and in tel aviv, there is full support from the majority that we talked to, to keep pounding gaza. that is how one of the p

our own sara sidner on the scene for us. what's happening where you are? >> we are in ashkelon, a place you know well. we're hearing very strong booms, just going fire from israel. the windows rattling from that. that has been going on throughout much of the day. we are right on the border with gaza not too long ago. just after the cease-fire, we should mention, we saw what was a mortar that came over from gaza. we also then heard the artillery firing again and again from israel, the border into gaza. i want to note something. we've been hearing there was a briefing from the commander of israeli forces, of the southern command. basically saying that they feel that they are getting very close to completing their mission. interesting thing to hear at this hour. what does that mean? we don't know. but coming close to completing a mission may indicate what is going to be happening in the next few days, possibly a week, with this particular task that israel has set out for itself to try and rid all of gaza of all these tunnels that they say are heading towards

sara sidner on the ground for us right near the gaza border. you're standing not very far in front of an israeli iron dome anti-missile battery system. what is going on where you are right now? >> well, we do know that sirens have gone off about 4 to 5 kilometers from where we are in southern ashkelon. so we are listening to the sounds of helicopters above as well. we have not heard this particular anti-missile system going off here, the iron dome has been silent for the last few hours, since we've been here. we do not, since midnight, that 30 rockets have come over the border. those two sirens may be signaling more. when it starts to become dusk, when night starts to fall, it seems the action, both coming into israel and going into gaza, starts to really heat up. i also want to mention, wolf, though you're seeing sort of an empty field there and we have been seeing soldiers practicing going through, holding their guns and walking through the field, we're also just behind our photographer. there is a whole neighborhood here. we've been seeing p

i want to bring in correspondent sara sidner in jerusalem. and sara, we listened to the spokesperson, mark regev, speak earlier in the show. it goes back to whether hamas was using the area of the school to shoot at israelis, and if so, were they right to fire this mortar. what are we learning now from the video and also the explanation that's been presented by the israelis as to what happened here? >> reporter: let me speak first to your question do we know that hamas has been firing rock from the that school it is clear and even the israelis say they do not believe a rocket was fired from the school itself. they said in the vicinity. so, somewhere around the school, but not from the school itself. that is what we got from the idf and mr. reg give, who is the israeli spokesperson for the prime minister. walk you through video, put the video up to show you what we were able to see. this is idf video, what it shows, the very high vantage point, looking down this is the area where the school is. there were people inside. now, what you will see i

sara sidner, cnn, on the israel-gaza border. >>> let's return to washington. aaron david miller is there, advised six secretaries of state on this arab-israeli peace process. this is also a propaganda war. it's a war, obviously, with the horrible, terrible human consequences we see. for instance, hamas is releasing videos of one of its operations. and israel is saying look, you see this justifies our actions in gaza. it's almost like both sides are using the same video for their communication. >> well, it's -- i mean, you know, there is a political, diplomatic and military clock and a public diplomacy clock. and the reality is that dueling narratives and images is very much a part of this struggle. and always has been. and depending on where you are in the world, various constituencies are more receptive or amenable to one narrative or the other. i can the asymmetry and in the casualties and certainly in the middle east, the unwillingness to give any benefit of the doubt plays greatly in the favor of the palestinian narrative in this case. and europe, as well.

our sara sidner joins us. when you speak to israelis there, do you sense any letting up of that public support for this operation, even as they see images as we've been showing our viewers of some of the abeing th attacks on school, any erosion of that support? >> no, in fact, it is actually growing stronger. there's been a latest poll that puts it up to 95%. to make a distinction. israeli jews are the ones that are really behind this. if you talk about palestinians with israeli citizenships who are often called israeli arabs of course that is much, much lower. they basically say this has to stop, we cannot watch this or do this to our people in gaza. but overall, if you look at, you know, the mass of the voting population, 80% of the voting population, huge numbers of support. and they're not just supporting this offensive, what they really want is the end of hamas. stopping hamas, keeping them from ever being able to fire into israel again. a very difficult thing to do. as you know, jim. we were able to talk

cnn's sara sidner is live in jerusalem. sara, what are we hearing about hamas and this possible cease-fire? is it going to take effect? >> reporter: well, we thought that they were going to give us some information in the last half an hour. we have not heard from hamas. they have maintained that they want to be able to bring more items and have the, basically to bring more items into gaza and as you just heard earlier, that is not likely to happen, though we know israel has said it will continue for a 24 hour, another 24 hours in a cease-fire. we have not heard of anymore rockets coming, but we do know the devastation is great in gaza and our ian lee has been seeing the scene there. has been talking to the residents there who are looking at vast swaths of gaza that have been destroyed, now more than 1,000 people, we're talking 1,049 from gaza officials who say that they have all died, and most of them are civilians. >> well, sara, the cease-fire is definitely over. both sides are trading. the areas we were at earlier today a

sara sidner live in kiev, ukraine's capital. hello, sara. about russia's troop movements in the days and hours. what can you tell us about that? >> well, we can tell you that the situation has become more and more volatile in eastern ukraine. you've got now russia and ukraine accusing each other of firing artillery over the border. the u.s. has chimed in. the pentagon saying that they have seen imagery that shows some burnt grass around a very large weapon on the russian side of the border indicating that indeed artillery had been fired. you also have u.s. intelligence saying they have evidence that russia is preparing to send in even more heavy weaponry into ukraine, ostensibly to the pro-russian rebels who are inside ukraine. and that has really created a response from russia, of course. russia basically saying this is hogwash. you don't have the evidence to prove this. and it's nearly a smear campaign. we also want to tell you that some of this fighting that has been going on there this eastern ukraine is happening close to the mh17 crash

sara sidner is live and can give us details on how all this played out. this may seem like almost insanity to the outside world with all that ukraine is dealing with right now, that the government has basically dissolved. the cabinet has dissolved. the prime minister has resigned. but actually, this is what was promised during the presidential elections which happened at the end of may. there was a promise made, and that promise was made because the government has many, many members of the former regime still in place. some of whom are out of the country, have run from corruption charges. police still want to get their hands on them. and there are some members inside the parliament that are elected officials that are a part of the old regime. and the promise was we're going to clear this out. we're going to do this democratically. and that's why you're seeing this right now. but it does seem like bad timing with all that ukraine has to deal with at this particular time. they really have a world crisis on their hands. and now they have a political one. mic

cnn's sara sidner is there for us. tell us, what did they see?ell, look, we can tell you that hamas has not said anything about investigating. israel said it would investigate. and it did. but the conclusion of that investigation is causing quite a bit of controversy. it was supposed to be a safe haven during intense bombing in gaza. [ sirens ] but this united nations-run school turned shelter suddenly hit with at least one explosion. shrapnel peppering the walls. the u.n. and ministry gaza says 16 people were killed, more than 200 injured, including children, women and men, filling already overstuffed hospitals. initially, both israel and hamas blamed each other for the strike. israel promised to investigate. and it did. releasing this video from the israeli military as proof of its conclusion. the shot from high above beit hanoun neighborhood, where the school is located, and then the morer struck the school's inner courtyard. on a conference call, the spokesman told us a single errant israeli mortar landed in the courtyard in the school. the f

our sara sidner is near the israel/gaza border. >> reporter: we know from israeli jews we've been talkings a great deal of support to keep going, for israel to keep pounding gaza until hamas is put down. i do want to give you an idea what's happened just after the cease-fire here on the israeli/gaza border. that over my right shoulder is gaza. we've been seeing a few plumes of smoke. the sirens went off about 15 minutes after the cease-fire was called. a mortar came over the border. this is what people have to do when they hear the sounds of the sirens, they have to get behind something that can try and protect them. this blast wall here has been put in place for drivers, for example, who are trying to find a safe place to go. there is also this, what would be a bus stop, but it is also made so it can be a shelter in case of fire coming over from gaza. back over to the gaza border here, you know, it's so very close, you really don't have much time to get out of the way of danger. we can also tell you that during the cease-fire we've been hearing artillery shot from israel into gaza. this

>> sara sidner in southern israel near the gaza border for us. thanks very much. let's go to gaza right now. it's struggling for electricity after a strike on its only power plant. cnn's karl penhaul is in gaza for us. what are you seeing there now, karl? >> well, certainly part of the gaza strip as you can see behind me is very, very dark and a tribute that to the damage to the gaza power company's power plant, particularly the diesel storage thanks. they have been burning for much of the day. of course, the chief of the power plant is blaming an israeli tank round but we have had word from the israeli military saying that certainly that power plant was not on its target list. although it is checking to see if any of its munitions slammed into there, but we're going to have to wait and see what word they have. last night, of course, around had time, things got very dramatic as we saw illumination flairs light up the sky, drones whirring overhead to spot target and then a series of artillery and aerial bomb strikes. among those hit yesterday were the homes of seni
