emily: bloomberg's sarah frier.an three months to the election, something we will continue to report on. thank you. now back to my interview with bill gates, the cofounder of microsoft. we talked about his outlook on the pandemic, the hundreds of millions of dollars the gates foundation is putting into vaccine development, where he takes the most promising vaccines are. he also talked about the unintended consequences of the pandemic, including increasing inequality. i asked him, how can we continue to narrow the wealth gap? is he open to a return to calls for a wealth tax? take a listen to what he had to say. >> we can have a more progressive tax system without killing the wonderful risk-taking entrepreneurialism in this country. we can't have tax systems that go too far, but we are not at that limit, particularly for capitalist gains type income. yes, governments, if they realize that money is not free, which macroeconomic conditions are confusing to some people about that, at least temporarily, we will need taxes

we are joined by sarah frier. president did not specifically say oracle would be better than microsoft at owning the tiktok app, but certainly endorsed oracle. what exactly did he say? sarah: he said that oracle is run by a great guy who would be great to tiktok, a good buyer for them. he did not specifically say he prefers oracle over microsoft, thehe definitely nodded in direction of larry ellison, who of course is one of the only open supporters in tech leadership of president trump. has been pretty vocal about his support with his money, too. i think that trump is sending a very strong signal that he if hes that outcome even did not say it directly. emily: obviously we know that oracle and larry ellison, a big fundraiser for the president. held a fundraiser for him back in february. what does this actually mean for the talks with microsoft? how much of a wrench is this in the process? hash: listen, this process always been a political process. it is very unusual. when i heard about oracle atepping in for this b

sarah frier in san francisco. using this how similar is it to tiktok, and it will be a bit more successful than their latest attempt? sarah: it is almost exactly the same as tiktok, and the way it works is same clips of videos you overlay with music. try to edit them and make it funny or put a green screen on, just like on tiktok. this is going to be a better chance for facebook to take on tiktok, not just because of the political turmoil around tiktok right now in the u.s., but also because they are putting it within instagram, so they will be able to tap into the existing instagram network to get this to more people. it is interesting because with any kind of late adopter copycat, if you will, tiktok has been the pandemic darling. it has so many users already. the political overweight, the justt to ban tiktok -- abandoning ship and potentially going over to the instagram app which is probably more secure and safer from the political point of view? sarah: already, we have seen a lot of creators tell their follower

[laughter] pun emily. good timing for the real launch, the u.s. threatening tictoc's existence, one week after mark zuckerberg testified before congress on concerns over antitrust and copying by competitors. he was interrogated about whether rent how often facebook tries to copy competitors. so i think this is as good a moment as any to throw it out advantagetry to take of teens who have nowhere to go as tictoc expands. they are already talking to instagram, from what they told us. emily: the product, to be clear, is called reels. how does it compare to tictoc? sarah: it is almost exactly the same functionality. the complicated part is that it is embedded within instagram. so it is not its own app you have to actually find it separately. on can find people's reels the instagram explore to have. instagram is saying it is going to be the opportunity for creators on instagram to get a on the a way that is new expl
