fox 5 tisha lewis joins us with more on this story. >> reporter: sarah and jim, the two other officers are accused of standing by and doing nothing. the assistant public defender who represented the person accused of planting the drugs, forwarded this video, the baltimore police department launched an internal investigation and released additional footage and offered this explanation. >> certainly a possibility that we're looking into to see if the officers, in fact, replaced drugs they had discovered in order to document their discovery cameras on. >> that's one theory about what happened. here is the video in question, less than two minutes and shows officer richard pinhes ro placing a can in an area filled with garbage while two officers look on. then he activates his body camera and returns to pick up the can. ultimately pulling out a baggy of white capsules believed to contain heroin, little did he know, the body camera saved 30 seconds of video before activated. here's the bigger problem, pin hero is reportedly a witness in more than 50 active cases, the public defenders's office

fox5's tisha lewis is here with more on the story. >> hi, jim, sarah. mccarthy did point out montgomery county has jumped from less than one gang related homicide to 18 in the last two years. a spike that's hard to ignore yet prosecutors say their hands are tied when it comes to convicted gang members thanks to complicated crit criteria. for example, for police and validating a gang member is but two or more of the criteria listed here including self admission a reliable source says that that person, confirms that that person is in the gang, also a source of unproven liability says that that person is in the gang according to montgomery county. now, also gang tattoos or gang attire. now, for prosecutors much more is needed to successfully prosecute a crime as being gang related and mccarthy says the criteria is not uniform. now, we interviewed the county's positive youth development administrator who was once a former gang member and he insists rehabilitation is the solution. >> i've been doing this for 25 years now and obviously i have my previous pers

fox5's tisha lewis joins us live from northwest with more on this story. tisha. >> reporter: well, sarahteam is from barundi yet a senior counselor here at the barundi embassy said they didn't even know that this group was here in the u.s. and told their coach -- until their coach called them yesterday morning reporting them missing. what we do know is that police say that the six teens are not in danger. they also say that they are actively looking for them but would not elaborate on how. as for their visas, we're told it is issued from barundi for a year. the teens again are between the ages of 16 and 18 years old and include four males and two females. aside from the two spotted today at the canadian border, they were last seen tuesday night again each we're told was issued a year long visa which is standard. that's what we're told from a senior immigration attorney. that's -- even though the trip here was a couple of days. police tweeted some pictures and information for the missing team this morning and they tell us they do not believe there is any suspicious activity associated wit

first of its kind this year >> tisha lewis is live in arlington tonight with the story that tell us what exactly happened there. tisha? >> reporter: hi there, jim, sarah, you know what? this story is a warning for folks think about riding atvs or dirt bikes illegally. don't mess with arlington. a dc man is facing more than a decade behind bars after he was apparently riding his atv just two blocks away from where we're standing here at the police station, we're told he was in a group riding an atv a bike on these streets. police were able to nab him after he dropped his cell phone. evidence that led to his arrest and also could lead to more. this face is no stranger to the law. 24-year-old stephon williams has a rap sheet in the district dating back to 2012. for robbery, carrying an illegal gun, driving without a license and yes, illegally operating an all terrain vehicle. but it's his latest atv charge in arlington that could stop this repeat offender in his tracks. >> he faces felony alluding, reckless driving, operating an atv in an area highway, and wearing a mask >> how much jail time >> if convicted he faces up to 11 years imprisonment. we know

paul lewis and the money box team will be asking if we're facing the death of retirement on bbc radio 4 at midday today. sarah, some sunshine across many parts of the country, but outbreaks of rain at times through the weekend. this is how we start the day in eastern scotland, where the cloud is fairly well broken, but showers rolling in across much of scotland and northern ireland today, with low pressure sitting to the north—west. further south, a weather front in the english channel will will dominic reid northwards through the day. this is ten o'clock across scotland and northern ireland, showers moving through quite quickly on the breeze, you can see the odd shower cropping up, most of us will avoid them through the morning. further south, rain in the english channel working into southern part of cornwall, devon, rain sitting off the coast of kent there. but dry and bright through the midlands and the london region, largely dry at the oval for the third test, but through the afternoon more of a chance of rain moving in, and the breeze picking up. through the latter part of this morning, this rain creeps
