issue in the 2008 election with you know, many memorable quotations from senator mccain, governor sarah palin, and you know, candidate obama. interestingly, right after the 2010 elections, november is the month of november is not even over, and both the house and senate republicans put in earmarks ban into their house republican conference rules and the senate rules for the republican caucus. in january of 2011, president obama essentially ratifies this by saying in his state of the union address that he would not vote for any bill that contained earmarks and we have had the ban ever since. i would also note that the house appears to have more enthusiasm for the ban than the senate. okay. so that's our story. i want to highlight three major effects of the earmarks ban. the first is in difficulty legislating. legislating got hard after 2010. it just got really, really difficult. i'd also like to point out that by any reasonable conception, earmarks are policy. you know, you have to bring people together. you have to consider stakeholders. you have to consider what the legislation does. they're
