savers have a bad environment to start with.e it goes beyond that and touches pension funds, life insurance policies and all of that, a large part of pension promises actually take a hit and i think that will be a very bad environment for consumers and pensioners, in particular for the older part of the population, because the younger part of the population can actually react. if you are already in a pension or at the end of your working lifetime there's very little you can do about these entitlements, their real impact on your ability to consume and therefore a big need for adjustment in that particular part of the population. it's going to be unpopular with these people. >> you are still with us here on "worldwide exchange." negative yielding bonds arguably going to be one of the big stories of 2015. what do they tell you about the investor mind set? does it tell you there's this desperation for yield or that there's just an interest in investing in safe haven assets? >> expectations are fairly low. it also tells you that the

david: doesn't anybody at the fed care about savers? >> well, they do but there is a couple of points to make here. so, you know, so look at what happened in europe, when the ecb was very slow to adopt a bond-buying program, quantitative easing. right? in fact they raised rates early in the expansion period because they saw oil prices going up. look what happened? they have had three recessions in the last six years. david: that's true. >> rates are negative there. it is hard to put all of this on the fed. the other thing is, that, yet you want to have, your investments in a safe place right now, but, you know, if the fed were very tight, we could be seeing stocks prices falling, real estate prices falling that wouldn't help savers either. they're in a tough spot. they're in a tough spot because of all the excess this is economy has. david: right. a lot of people saying because of some actions taken by past fed chairmans as well. >> absolutely. david: jon hilsenrath, thanks very much. great reporting. appreciate you being here. >> thank

savers for six and a half years. there's nothing you can do. right? >> that's right.nately, you know a lot of these small savers have perhaps felt compelled to move out of safe savings accounts insurance savings accounts, into equities that are not insured. of course they're taking on a good deal of price risk, that they don't fully appreciate. just to get that dividend yield. this tells me that when the fed finally moves you're going to find that the fed will do so at a very gradual manner. we won't have the fed hiking fed funds by a quarter of a percentage point at every meeting. it may be those rate hikes will average one eighth of a percentage point. they may not hike rates at all. gerri: let me get a word in edgewise. i love having on you the show. you're so animated on everything. i'll point this out. so we can move on. the flip side if you're a borrower, life gets tougher. big credit card debt. mortgage debt. big auto loan. things will be more difficult. i want you to comment on what's been a strange economic picture. this first quarter, was it all bad weather
