alex savidge is live near jones and post street. what is the latest? what is happening? >> reporter: i can tell you a few moments ago we heard a bang coming from that building. it's the building up here on the right. an officer told us they have just activated this device. it is what appeared to be a pipe bomb of some kind was caps on either end ammunition was potentially found inside this building. this discovery was made inside this hotel here. it's a residential hotel. several city blocks shut down in this area. we will show you what the scene looks like a short time ago as the bomb squad technician went inside to deal with the device. it was found inside the basement of this hotel on the 600 block of jones street. and this is a hotel where people live. close to 100 of those people had to be evacuated. this morning they are being helped out by the red cross. this discovery made earlier this morning we talked with a police captain about how the device was first dig covered. >> officers originally got a call from if residential person. alex savidge is live to tell us who was captured and how. alex. >> reporter: two teenage boys in custody this morning accused of snatching people's smart phones on bart trains. and essentially they were arrested after they took someone's phone and that person chased them down along with the help of good samaritans. they are accused of mostly taking cell phones in san francisco. we understand that bart police this morning are looking for other people who may have been targeted on trains in the east bay. we're in walnut creek this morning. despite the arrest police are warning riders about this specific type of grab and go theft. 15-year-old and 17-year-old boy would board trains and look for victims. they would sit separately and give a signal to go. in some cases the boys would use pepper spray from a person resisted. one rider i talked to this morning said a lot of people using those smart phones make themselves targets. >> they are not aware of who they may be sitting next to or who is monitoring them. you've got to know your surroundings.
