the gang of six, all the efforts of -- of a republican, saxby chambliss and a democrat, mark warner, and those of us who supported those efforts, try to find a way to solve this problem. the super committee, the dinner group which i was part of, substantive discussions with the white house, with the chief of staff, with the president himself, over a seven-month period of time, unable to reach a resolution, unable to even come to the conclusion that this problem is so great, it needs to be dealt with now, not pushed down later, not for some other administration. we have had too many congresses and too many administrations simply saying can't get it done, we'll have to push it off for yet another term, yet another election, yet another president. well, time is running out. so despite all these efforts, we have failed, and in my opinion and i think in the opinion of most, the reason why we have failed is because we have failed to achieve presidential leadership. the kinds of changes that are needed to address a problem this large, to bring parties together, to put us in a position where

at that time, it was my good friend saxby chambliss. on the house side, of course, it was colin peterson and bob goodlatt. there was long conferences. these conferences drug on and on and on. i know you were there, mr. chairman, for those. but we got our work done. i take what colin peterson said earlier to heart. you know, these things are long. we get involved, but if we're left alone, we can do our job. we can reach the agreements that are needed. as you said, we have to always keep in mind when we're hammering out our agreements the farm bill won't become law unless it's passed by both houses and signed by the president. we have to keep that in mind. so again, balanced, bipartisan solutions. i'm proud of the fact we did that twice in the senate. we had a bipartisan farm bill that passed in 2012 and came back and passed again in 2013. i might also point out that in the 2008 farm bill, we had it vetoed twice and had to override the veto twice. that was all bipartisan. it was not a partisan effort at all. just a couple of thoughts on t

saxby chambliss, a republican senator from the state of georgia, he says -- he is no friend of obamacare. he says i'd love to defund obamacare, too, but shutting down the government and playing into the hands of the president politically is not the right thing to do, plus it's going to do great harm to the american people if we pursue that course. we have been there. it didn't work. dan coats, republicannian, he was on the floor a moment ago. here is the hard truth -- president obama will not overturn his signature legislation so long as he is president and the democrats have control over the senate. along with these political realities, refusing to pass legislation to keep the government funded will not stop obamacare from going into effect. representative peter king, republican, new york, in the house -- quote -- "we should not be closing down the government under any circumstances. that doesn't work, it's wrong, and, you know, obamacare passed. we have to try to defund it. we have to try to find ways to repeal it, but the fact is we shouldn't be using it as a threat to shut down the g
