we structured the sba just for the reason you outlined. when a governor deems a state emergency, they notify me and we can go in and provide loans. we've done this across the country whenever there was a sudden or natural disaster. we can come in and help with economic injury relief for home loss as well as business loss and so this is the only time where we actually do direct lending. it's a really important office and it's been used over and over in instances like katrina. you just described baltimore. i experienced the los angeles riots and sba is there as a really strong partner to help people get back on their feet focused on small business. >> i know in the past these loans have been a lot of red tape. people were complaining that the loans were there but it took them a long time to get them. have you been working on streamlining the process? >> i've instituted three new initiatives since i arrived a year ago. first, we had one cue. we've separated the cue so now we separate the home loans from the business loans. we have experts tha

access to capital because the sba and so many other banks and financial institutions have really removedolks that want to start businesses it's very difficult. we have to make sure that we're spending money in our communities. the average african-american is spending less than 3% of their dollars back in their community. we can change that. unemployment being the number one concern. across the country, we have 1.9 african-american owned business. if i can have each one of those business hire unemployed african-american we no longer have an unemployment conversation in our communities. >> when you look at the numbers, the economic disparity is pretty stunning. white residents in baltimore make almost twice as much as black residents. roughly $60,000 for whites. when you look at young black men, the unemployment rate in 2013 in the city was 37% for african-american young men, 10% for white young men. you know we look at how to address this. one young woman in philadelphia rallying marching on thursday told me she would do something that is controversial, but she would mandate hiring she sa
