today in texas, i believe according to our reporting linda mcmahon, the head of the sba is there, ben carson, the head of hud is there. scott pruitt, the head of the epa, another vital agency, is not there. what's your sense of the way the government has operated thus far with poor staffing at various cabinet agencies. will it be up to speed to the president's commitments that he makes today? >> it's interesting. you saw the governor say that he had heard from the president cabinet secretaries ten days ago, before the storm hit. so they've clearly been on top of it trying to do something but they are missing a lot of people in their agencies. they're not fully staffed up still. like mark said, it's a long haul to see whether they can follow through. many of those are not political appointees, they are just people, staff in the government. can they get this done. since it's unprecedented it will be very, very tough to see what they do. >> elise -- >> if i could jump in too. sorry, mike -- >> you're not sorry but go ahead and jump in. >> i just want to point -- no. i just want to point

things unfortunately we lost two folks but how do you recommend going in working with ems and fema and sba to try to facilitate those make sure that rural americans are not going to be ripe for the opportunity i think one thing that's been done very well is provide consumer tools at the state level many of the states like mine have put together psas. for instance, we've put together a series of psas relative to earthquake, wild fire to be able to drive that message at a local level to understand the claims process process. those same principles apply because it is very challenging an i do agree. i've been to too many sites in my state where folks have been totally devastated and don't understand the claims process no matter what caused it. >> one thing i've noticed your first inclination in your home is to get everything out. you have to document every single thing. keep your receipts for your cleaning fluids. all the stuff and they give me blank looks. we try to encourage that in oklahoma with the number of catastrophes that we have. >> i think that's like i said that's a good suggestion.

the two of them have gone on, unfortunately when of them has gone on to be an sba member and the other has retired. our direct supervisors or the assistant chief immigration judges. some are at headquarters and littlenerally have very experience, others are in the field and they have some experience. although for example the last two assistant immigration judges in 2016. became judges so, they do not have vast experience. although they may be hiring people with other forms of experience. this agency is not run by experienced judges and i think it is important to understand that. there is a severe misallocation of resources. congress probably has given us plenty of money, but we miss use it. administration, the number of senior executives has doubled. maybe they needed some more administration depth but i doubt it. the assistant chief immigration judges are proliferating. i think there are 22 of them now. these are people who may be in generally do they not really move the ball when it comes to adjudicate in cases. somehow the federal courts are able to function without all of these int

you recommend that as a public servant who goes in, works with the ems, works with fema, works with sba to try to facilitate those conversations with our constituents who are harmed, how do we inform them and make sure rural americans are not going to be ripe for the opportunity of two issues like contractor fraud or insurance fraud in the case of really a once a lifetime sort of event. >> sure. i think one of the things that the naic has done very well is provide many different types of consumer education, consumer tools. at the state level, many of the states like mine have put together psas relative to earthquake, wildfire, different types. to be able to drive that message at a local level to understand the claims process or what's covered or not covered. so in a flood process, those came principles apply because most folks when they have that type of catastrophic event have never been through it before. so it's very very challenging. also that's where the relationship with the insurers that we regulate, we expect them to provide some of that education and through some of their marke
