, though it's housed within sba. and the role of advocacy really is to make sure that when rules and regulations are being promulgated -- regulations, primarily -- the individual agency is to make sure that sba has a seat at the table. so, we don't always get to have regulation not go through that we would like to see not go through, but the other side of the advocacy position is to then be out on the road listening to businesses who are then being affected by those regulations so that then the office of advocacy publishes a report to congress to, hopefully, get those regulations changed. >> could you give us an example of something that you might be -- a regulation that you might be working towards changing? >> i'm not at this point working on any particular regulation, but what i hear all the time from small businesses is that they have been relieved of the burden of compliance with regulation and reducing that cost. so, while there might be, you know, a small business here that has one regulation, one over here th

they are the voice and the face of sba. i wanted to see firsthand, but i didn't just want to go to this district office. the district offices set up for me business roundtables and visits with small businesses in the area. i did a lot of local media because i want to talk about all of the opportunities and the programs sba has to offer. when i talk to those small businesses that heard firsthand from them, prior to tax cuts being made, the primary thing i heard from them was please help the president with tax-cut program. that would mean so much to us to pay less taxes. i've heard about regulatory blowback. so now that the tax cuts are in place and i hear from those small businesses, i'm doing what i said i would do, i'm growing my business, i'm really grateful for the president. that level of optimism is high because tax cuts are now in place. i care a bit now about health care reform and i hear more, the primary thing i hear mostly from small businesses today is that there's a shortage in our workforce in skilled labor. as

we're having the sba look at how we can require and direct to consumer tv ads that you have to discloseof your drug. we believe it is an important part of their balance if you are discussing a drug, telling them the good things the drug can do. it is material and relevant to note of it is a $50,000 drug or a $100 drug. the patient will have to bear a lot of that cost. we have an medicaid and can't -- medicare incentives we can turn around on list prices. as part of obamacare one of the deals with the pharma industry was capping the statutory rebates on drugs in the medicaid program at 100%. congressto work with to look at overturning that cap on rebates. that will make the math works at when you increase your list price it will cost you more are a pharma executive thinking about raising prices. we want to think about some creative ideas in our programs of reversing those incentives. right now in our drug discount program, if you have a drug that fits into one of these protective classes it is a must impossible for the drug plan to negotiate and get any kind of discount from you. that is

the regulation in order to get money into people's hands much faster, working with fema, working with sbaworking with local state governments and officials. that is one of our prime goals, and i think with the disasters that occurred last year, we have already seen a vast improvement and we are going to continue to work on that to improve that. >> i have asked governor edwards to get rid of this committee and just take control of this thing himself. and put a select group of people in charge and call them in and say, start distributing this money to real people who were hurt. and i have been in government long enough to know that if he brings in four or five of them, at least one of them is going to say oh, governor, it is really complicated and i need more money for administration. that is when you fire. and the other four, they kind of realize you're serious. and if you can help us on this cdbg money to make sure that they have a plan to spend it, the money is actually going to be spent on people, and not the consultants, don't even try to help these poor folks. >> you and i are complet

example, we have a longstanding governmement entity called the small business administration, , the sbahere's the idea: in the united states-- it's been going on for decades-- small business complained that there wasn't a level playing field. when they competed with big businesses, they had disadvantages. and they wanted to have a better shot at succeeding as a small bususiness, so ththey wanted the government to set aside money and support to help small businesses--not available to big ones--to help thehem compete more success... and we have that. the small business administration gives grants, makes loans at a subsidized rate to help small-- the idea being, america's better off if it has more small businesses than would otherwise be the case. we do the same thing with minority-owned businesses for the obvious reason. here's a thought: a worker's self-directed business admiministration. why? because the american government would like to see these kinds of enterprises develop and grow. and why that? here's a democratic thought for you: if the government supported that, helped to develop
