sba to look at the out come of their program to see who they are affecting and how they are affecting different groups. what we found is that none of the agencies really collect the kind of data on the outcome to really identify with the barriers are for certain communities and that's a problem because if you don't collect the data then you can't measure it and need you can't fix fix it iu can't measure it. we have identified a number of areas for individual assistance that apply to everybody particularly land harder on communities of color and vulnerable popular shows. individual assistance of the. program to when you register for when you are a survivor of a disaster is incredibly complicated and confusing to survivors. i'll just give you one example. the letters that fema provides that somebody registers whether they are going to get assistance often will say tonight are not eligible even if the person may be eligible and they just need to provide additional documentation or at additional information or wait for insurance to pay out and things like that. all of these things there a
