the hearing will also explore two recent changes proposed by the sba. we saw all too often that the small businesses didn't have the same financial connections and resources as larger ones did and they were excluded or had to wait a longer time to get their help. it's important that we recognize these inequities in the programs and small business ecosystem more broadly. more importantly that we work to address them. i support the efforts and work to level the playing field for small business owners and entrepreneurs. i shared some of these concerns and we need to ensure we address these equities and small business owners with the important guardrails. guardrails are inessential and protected the lenders and integrity of the programs. we need to think through the proposed changes and ensure that they will actually increase the small dollar loans and address the credit gap without unintended consequences or harm to the small business owners. the public comment period on the changes is now open and i encourage everyone with questions or concerns to make th

i'm hopeful it will become a permanent sba program in the next -- the micro loan program is another sba in initiative that reaches the various demographic groups that would otherwise not be served by the private sector, or even by the sba's own seven-day program. playing an important role in providing credit to the smallest owners and entrepreneurs. in fiscal year 2022, 45% of all microloans and went to women owned businesses, 14% hispanic on businesses, and 35% to black-owned businesses. they generally had the most difficult time accessing help elsewhere. these lending programs are critical in addressing the existing credit gap, regarding small business owners in particular. i look forward to hearing from our witnesses about how we can improve these programs, and adopt solutions for those currently left out of the system. this hearing will also explore a recent rule changes, proposed by the sba. according to the spca, the program of these two changes is to bring more lenders into the market, creating more opportunities for more loans, and reaching more underserved communities. it is cl
