you found yourself going to the house floor and not knowing what the vote was about, either whip scalise or someone else has to fill you in on where you're going? >> i never go not knowing. every morning my staff brings me a list of what we will vote on that day. we have actually discussed that in the prior week as to what's coming up. so as far as knowing what we're voting on, i know that every day. now, if there's some amendments or some issues that may have an undertow that i need to seek leadership or an opinion on, i can go to scalise or mccarthy. they're always on the floor. we have some very good congressmen that have been here for a while. they know the issues. i will bump in on them from time to time and say, hey, fill me in on what we need to do here. >> what are the top one or two items you've been working on in this early part of the 114th? >> it's been issues with fema. certainly on the epa rule. goes back to my farmers, ranchers, foresters as to how epa is affecting their livelihood and i'm sure it's effecting it, so they expect me to push back, express our interest, and be

you've got to remember, scalise, they don't trust scalise either.tive but to the most conservative members of the house they kind of think he's a little bit of a squish. this is the dynamic that kevin mccarthy is sort of wading into here. and that helps him in a lot of ways to at least get this position for the next, you know, maybe six months or year at a minimum because there's nobody out there that the conservatives can agree to that they think -- that they can force enough of the sort of rank-and-file republicans to vote for at this point. >> it seems to me like they don't have -- the hardliners don't have enough votes, as you say, to elect anybody. even if they could come to a consensus around who they liked. but they seem to have enough votes to potentially stop anybody else from getting elected, potentially if they vote as a bloc and they decide that anybody who's establishment enough to get nominated is therefore too establishment to live and they could sort of take down anybody if they made it a concerted effort. >> yeah, and you know, that

right now the main contenders are majority whip, steve scalise, and georgia congressman, tom price. earlier this week, some suggested that trey gowdy, the congressman from south carolina, suggested that he should are up. but just a few moments ago, goudy with us asked about it. this is what he said. >> if you couldn't make out what he said, he said, i'm not running. i don't want to do this. how does this shake up the race? let's go to msnbc political correspondent, kasie hunt. casey, a few moments ago, gowdy saying he's not going to run. what's that mean? >> that's not unexpected. conservatives have been trying really hard to draft gowdy. they've been saying they're trying to get him to serve the conference, but you heard him say he's definitely out. i think it's more important, the fact that there was this push to put him into that slot. it tells you that conservatives on the hill are still not happy about their leadership. they're not satisfied with the choice that they have between steve scalise and tom price, the other two leading candidates. tom price is somebody who has a lot

are once again in a jam just a day after a month recess, john boehner, kevin mcmccarthy and steve scalise find themselves stymied on what they thought would be an easy vote. one mind there is not republican to support the -- -- house dozen republicans are resisting to bring it to the floor. here's the potential way forward on this. he says the house g.o.p. is discussing a new plan which they plan to present to the rank and file at a 4:00 p.m. meeting this afternoon. that would attempt to pass the legislation with three separate concepts. moving toward a vote on the measure or asserting that the president did not submit all the elements of the agreements with iran, a concept first raised by mike pompeo. in a speech on the house floor by congressman roskam of illinois. second, republican leaders in the house are working on a bill that would try to prevent the president from lifting sanctions on iran. and lastly, according to jake sherman of "politico," they would -- the original plan was to vote on the disapproval resolution. we're expecting a final vote on that. 11 hours of total debate. a
