she was selected and appointed by mayor libby schaaf in 2017 and was tasked with restoring confidence in the department that was rocked by a sex scandal involving officers and an underaged girl. >> meanwhile oakland's police department has been under federal monitoring for 17 years. the department has struggled to comply with the negotiated settlement stemming from the police misconduct case in 2003. more than 100 oakland residents sued the city saying a band of rogue officers planted drugs and beat people up. attorneys for victims as well as a court appointed monitor say police have been backsliding on some of the required reforms, isciply actio for use of excessive force. now kirkpatrick was hired in 2017 after a sexual abuse scandal. an uproar over how oakland police handled that case prompted the ouster in 2016 of the previous chief. oakland has one of the strongest models of civilian oversight in the country. the police commission was created in 2016 after a ballot initiative aiming to rebuild trust between officers and 7 volunteer commissioners have the rare authority to discipl
