and now from washington, bob schieffer. >> schieffer: good morning again. we start with white house chief of staff bill daley. mr. daley, the republican speaker john boehner now seems to be thinking of a two-part plan here. first, congress would agree to cut spending over the next ten years by a trillion dollars and raise the debt limit enough to meet the country's financial obligations through the end of the year. then, a 12-person bipartisan committee would be formed to find $3 trillion more in savings and making significant cuts in medicare and social security and overhauling the tax code. congress would then take another vote to raise the debt limit before the 2012 elections. democrats and the white house have already said there will be no short-term increase. you said that yourself. but speaker boehner just now appeared on fox news sunday and said it had to be two stages. here's what he said. >> there is going to be a two- stage process. it's not physically possible to do all of this in one step. having said that... chris, i know the president's worrie

, scott's off tonight, i'm bob schieffer. well, there are two big stories in the news tonight, that explosion in oslo, and in washington late developments in the argument over how to find a way to cut the federal budget and raise the debt ceiling. we're going to begin with that story tonight. republican house speaker john boehner now says he is done negotiating with the president and will try to deal directly with senate leaders. within minutes after saying that the president came to the white house briefing room to say boehner was taking the wrong tack. >> i was willing to take a lot of heat from my party and i spoke to democratic leaders yesterday, and although they didn't sign off on a plan, they were willing to engage in serious negotiations, despite a lot of heat from a lot of interest groups around the country, in order to make sure that we actually dealt with this problem. >> schieffer: the president went on to say that speaker boehner would not return his phone call and he asked congressional leaders from both parties

and now from cbs news in washington, bob schieffer. >> schieffer: and good morning again and welcome to "face the nation." well, here's what it looks like is taking shape, a deal that would extend the debt limit through 2012 and would cut up to $3 trillion in spending over the next ten years. first wave of cuts would total $1 trillion and a bipartisan, super congressional committee would have to determine the additional cuts by thanksgiving of this year, or if they could not agree, congress... and congress does not act, there would be automatic cuts to defense spending and entitlements. senator mitch mcconnell who has emerged as the key player in this deal is here with us in the studio this morning. senator, thank you so much for joining us. so how close are you? >> well, i think we're very close, bob, to being in a position where i can recommend to my members this is something i hope they will support. we've come a long way since april. back in april the president was asking us to raise the debt ceiling with no spending reductions at all. now i think the potential agreement that you

i'm bob schieffer. president obama has asked the networks for time to address the nation on the debt crisis tonight. cbs will carry the address and the response by republican speaker john boehner at 9:00 p.m. eastern time. the president's request came after congress and the white house sank deeper into gridlock over how to prevent the government from defaulting on its financial obligations. we have three reports tonight. we began at the white house with nora o'donnell. nora. >> good evening, bob. tonight president obama will address the nation in a rare prime time address. only the 7th since taking office. the goal, say his advisors, is to rally the american people to urge their legislators to seek compromise. the president will talk about tonight how there is a legislative stalemate. one republican bill in the house, a democratic bill in the senate. today the president backed that democratic bill in the senate. he called it a reasonable compromise. you know, it's interesting. on that democratic plan in

i'm bob schieffer. well, republican speaker john boehner's plan to end the debt crisis in grave doubt tonight. conservatives in his own party turned against it and the vote had to be postponed. the house spent most of the afternoon debating the speaker's plan, but just a while ago when it became obvious the votes were not there to pass the measure, the vote was postponed and the house took up legislation to name post offices around the country. nancy cordes is at the capitol tonight. nancy, i don't know what to ask you now except what happens next. >> reporter: well, bob, this just shows the perils for either party trying to go it alone without compromising here. speaker boehner does not have any democratic support for this bill, so that means he can only afford to lose about two dozen republican house members and there are more than that tonight who are angry that his bill didn't cut deeper. just half an hour before the vote was due to take place, republican leaders postponed it, worried they did not h

>> schieffer: scott, here is what is different this time. these leaders are willing to deal but the followers aren't. the reason speaker boehner backed away from a deal over the weekend is he couldn't deliver the republican votes needed to pass anything and he's got nothing on the president. the president can't deliver the democratic votes to make a significant deal because democrats still refuse to touch the entitlement programs, just as the republicans don't want to touch anything that would raise revenues. and most experts will tell you both of those things are necessary to bring this deficit under control. what we've done here is gone from a gridlock to a sort of free-for-all now, and that's why nobody can be sure what's going to happen. >> pelley: where do you think this is going? >> schieffer: well, unless they find a compromise soon and raise the debt ceiling, the government will begin defaulting on its financial obligations, and if you think this economy is bad, wait until that happens. with leaders on both sides now, though, having
