jill schlesinger, editor at large for cbsmoneywatch.com joins us. good morning. >> reporter: we always like a day when the market goes up nearly 500. so here's what happened. the federal reserve, european central bank, banks of japan, canada, england and swiss national bank got together and said we have to fight the spread of europe's debt crisis. we are going to do that by making turning more available to european -- funding more available to european banks. they are not lending money for these banks. it's swapping currency with the european central bank which will then lend to the european banks. so u.s. taxpayers not on the hook. european banks need u.s. dollars to fund their daily operations. their access to this money to u.s. currency has dried up because who wants to lend money to a bank in europe right now, right? so u.s. banks are also sitting on their cash because they are worried about europe. what this action is trying to do is to keep money flowing. hopefully that translates into more bank lending even here in the u.s. for homes, cars an
