i worked with chuck schumer to come up with legislation. i will keep working with chuck on immigration. but here's the effect. immigration immigration's tough. it is a tough, heavy lift. the president promised to pass an imdpraigs reform bill in his first year. they've done almost nothing in the white house on immigration. we've been absorbed by health care. people are risk averse. if a moderate democrat got a call from the president, he wants you to come to the white house and help him with immigration now, most of them would jump out the window. that's just the truth. i will continue to work with chuck, but immigration is a heavy lift. we haven't done the things necessary to bring the body together. and 16 democrats voted against immigration reform. this idea that i would be the 60th vote on immigration/climate change could not be further from the truth. tough sledding lies ahead because of the acrimony around health care. but on financial regulations we'll get a bill. i hope it's a good bill, not some liberal bill with a few republicans.

now, you just heard schumer there, senator schumer. now, granted, the one he's talking about in texas they actually dispute some of his numbers. they actually say that 70% of the turbines are going to be made here in the u.s. so they're saying his numbers are a little off. but this dispute has been going for some time. now, stimulus grants are being handed out. now, it's going to be building wind turbines, generating electrici electricity. apparently, schumer who was quoting a particular study, 80% of the grants are going to companies overseas owned. $2.1 billion is going to be handed out. let me also put the 80% there in perspective. overseas-owned companies. well, it's still possible, tony, that those overseas companies are doing business in the u.s., and do have plants and farms in the u.s. so it can be a little deceiving. but senator schumer is sticking by that number there. >> so what is the wind industry doing to put it on an even more american face on this? >> the best example they'll be pointing out is what's happening in nevad

and estimated that the schumer-hatch proposal will generate 250,000 jobs for the $13 billion price taghas had just a devastating impact on state and local tax revenues. state and local income tax receipts have fallen by almost 20% in real terms since the recession began. sales tax revenues have fallen by almost 10%. because almost every state has a balanced budget requirement, states have no choice but to respond to their budget shortfalls. for this reason fiscal support has strong and rapid effects on their decisions about spending and taxes and thus on the economy. one key contribution of the recovery act is that it is filling about one-third of state's budget gaps. now, several types of evidence confirm that the fiscal relief to the states has been highly effective. first despite the sharp declines in revenues, state government employment has fallen much less than private employment and much less than one would have predicted given their privilege shortfalls. the same is true of employment by local governments which receive most of their revenues from the states. second, one importa
