schwartz: i'm pleased to participate on this conversation and i want to make a fewments and maybe we can talk further about what the republicans proposed in their budget. and we sit on the budget committee. we went through 12 hours of what we call here in congress a markup, but it was a debate and real reflection on the contrast of what the republicans are offering to the american people and a way to tackle what are very serious financial problems to the country. we all agree that they're serious. we have to make sure that we take seriously the deficit and bring down the deficit over time and begin to pay down the national debt. we all agree on that, but the issue is here, how do we do it. what's on the table for discussion. and we offered up a number of suggestions and ways we might take some of the money -- and you have talked about this already -- the tax breaks for the wealthiest 2% of americans, the tax subsidies for the five largest oil and gas companies. we are talking about literally hundreds of billions of dollars here that instead they have chosen to protect those subsidies

i'm pleased to be here with my colleagues, allison schwartz, john yarmuth. paul tonko and a new member on the democratic caucus, karen bass from california. and we're here today to respond to the house republican budget. we welcome an honest, vigorous and respectful debate about the best way to move the country forward, to keep our fragile recovery going, to create jobs and to reduce the deficit. and we all agree that we must act now to put in place a plan to reduce our deficit in a steady, predictable and responsible manner. the question is how do you best do that? as the bipartisan fiscal commission has indicated, any responsible effort, any responsible effort to tackle the deficit requires a balanced approach that addresses both spending and revenue. this house republican plan failed that very simple test. you just have to hear the comments that were just made today by both allen simpson and ers kin bowls. i read from their statement, the republican house plan falls short of the balanced comprehensive approach needed to achieve the broad bipartisan agreem

schwartz. the chair: the gentlelady is recognized for two minutes. ms. schwartz: thank you. for decades medicare has been a lifeline for older americans, providing quality and affordable health care coverage for all seniors in this country. the creation of the medicare program in 1965 addressed the fundamental challenge of ensuring aging seniors access to eventual health care. before medicare, almost half of all seniors those over 65 had no insurance at all. seniors are just not good risk for private insurers and they still aren't. medicare is a promise to american seniors that we would not abandon them even as they age, even as they need medical care, until now. the republican budget will end medicare as we know it, offering a limited voucher and expecting seniors to find insurance no matter how sick they are or how expensive it is. every day 48 million elderly and disabled americans count on medicare for their life-saving medications, doctor visits and hospital care. seniors know that changing medicare to a voucher program means they will no longer have access to a guarant

finally, i just want to say with respect to medicare, excuse me, allison schwartz is going to talk in more detail about the medicare cuts and i want to turn to medicaid and karen will address those but simply put, turning medicaid into a block grant program is just code for cutting deeply into supports for seniors in nursing homes, seniors in assisted living facilities. low-incomed kids, disabled individuals and the most vulnerable population. it's a blank check to governors with a license to cut those individuals -- to cut the support for those individuals in our society. it is certainly not courageous to pick on some of the most vulnerable in our society. and finally, i'll just end by saying this notion, this orwellian notion that ending the medicare guarantee for seniors and block granting medicare in a way that will hurt seniors and disabled individuals in nursing homes and other settings -- to suggest that is done to save medicare is a little reminiscent of that twist saying you have to detroit the village in order to save it. this will do terrible damage to medicare and medicaid

schwartz, the one to close this out?with the goal of consensus, i think there are three things i have heard recurring. we have all agreed on the need to improve cost estimating early on. without a good cost estimate, you start behind the eightball, as it were. the second one is requirements. i would add change orders. we had millions of dollars and change orders, which is something -- we are probably going to renegotiate the contract. it is going to raise costs. that should help. the third was all work force and sent to the station. that is on the department of defense side as well as the contractor's side. it can also play a key role here. the only thing i would like to add, as great as a lot of these ideas are and as optimistic as people are, it all comes down to execution in making sure the initiatives are working and being adhered to. you can have a policy that is not necessarily being followed. for example, in 1972, the cost analysis improvement group was established which the sole purpose of improving dod cost esti
