part of what i am going to talk about is from the arnold schwarzenegger example.he john mccain campaign may have the worst reputation compared to the obama votes. some of that was funding, some just the regular challenges our campaign had that was more global. it was not specific tactical things. i have some good examples from john mccain about why early votes helped us make different decisions or inform us on things we did that may not be logical. but why we made the decisions we did. had the tides changed the way we hoped it would work to our advantage. i want to tell you what the tactical things are that you can do that will work for you. 40% of the vote will happen before election day. almost half of the people are voting before election day, this will impact how you deliver your message, whether you put something in someone's mailbox for a volunteer tries to contact them or you put radio commercials up, all those things. if you underperform, you can lose an election on the margin. one of the things the bush campaign is famous for is turning known supporters i

governor schwarzenegger's argument having to pitch in another $4.8 billion to backfill the losses for calpers. so my point is that the system is designed out is taxpayers, we're on the hook for these things, and that's a problem with his retirement system. so what's the result we have? nasa pension liabilities, the power of the unions leads to the growth in government. i mean, unions are able to easily tap money for political purposes, and they use it to expand government, and they also use it for a bunch of causes that many of us might not agree with. it ends up with depleting services. is the unions are controlled the education system, and you can't fire people, then you end up spending most of the money on administration, kids are getting worse education, right? that's the problem with this. the irony, even like in the layout that image in order, which spent 75 or 80 percent of its budget on police and fire, y officials have warned the public to use the 91 system judiciously. so even though the city is spending massive amounts on public safety, they are getting less public safety b

jon: governor arnold schwarzenegger will unveil his latest budget proposal for the next fiscal year, he's asking washington to help him spend more money. >> will receive a $500 million jobs package that we estimate could train up to 140,000 workers and help create 100,000 jobs. jon: california is in the hole for some $20 billion. anita vogel live from los angeles with more. how much money is the governor asking for from washington, anita, and is it going to be enough to help the budget in that state? >> yeah, good question, jon. the governor is asking for $8 billion in the form of a credit from the federal government. he says this is money the state pays every year to washington for things like border protection, housing illegal immigrants in jail, medicare and medicaid programs. he says clearly this is money washington owes to california, and some economists believe the obama administration should not let california fall. listen. >> it's probably an analogy one could make that we are too big to fail. does it mean that we may not have some difficulties that we need to the address our
