obviously this is early and there will be more reporting, but this was officers from the scorpion unit, a specializednit started recently in memphis. memphis has seen an uptick of violence in recent years and there is concern about crime and this is one of the units set up to target -- they call it hotspot policing. we seehis in cities across the country, where they say we can focus heavily on certain places. what we see often with these specialty units is this type of impunity. it is notable, frankly -- and i've only seen the video once or twice, the primary officer is wearing a hoodie, not even a full uniform. it appears he is in an unmarked car that looks like a dodge charger or some other car like that. we also see this hyper aggression from these officers. it is unsurprising to me that the officers involved are black. what we know is that policing, the weight it trains and staffs and resources, very often structures a dynamic where it is us versus them. as we see, right? there is very little in this video that leads us to believe that the men out there that night were concerned about public safe

um what do you think of the specialized unit that the department that that scorpion unit was disbanded by the way, right after all of this happened , but can you talk a little bit about those specialized units within police departments? of course, and we've had specialized units forever. um we've had street interdiction teams. we had a group out of las vegas called the nasty boys, and the whole purpose was a focus on concentrated type of crime, criminal enterprises, dangerous criminality. and that was their focus to be because they're, you know, believe it as it if may there's still some dangerous criminals and cartels. that are existing here in in our country and operating so special units are very important. however you must have leadership and management supervision under the special units. where was this sergeant? and all the video and all the tapes. i did not see a sergeant when you're making a stop at night like that, and you have five of your and i'm gonna call him rogue officers. acting independently. there needs to be supervision. there was no management. there was no supervis

the community is going to demand that they review everything about their special unit suppression unit like like scorpion, for instance, who are they putting in these unit? what are the matrix that you're using to, to gauge success, or to measure performance for success? you know, is it the numbers of arrest? is it, you know, how many guns they're using? isn't just numbers based and that will have to change. so who's going into the units, how they being monitored? what's the supervision of the unit and, and, and then to do a deep dive to see if there are any problems or complaints with each unit. indeed, i mean please form has been the subject to face debate. nationwide costs are the u . s. in both the public and sort of political domain for decades and highlighted in the georgia floyd incident. but why is congress finding it difficult to difficult to agree and pass laws? i mean, that's what biden is suggesting. he's also sort of saying there's only so much he can do at an executive level. it is a bipartisan approach, legally, doesn't it? with the law makers to actually make change across the u. s. yeah,

this is a specialized unit, scorpion unit. nerally these specialized units are very heavily supervised because it's recognized in police practice that they're sort of the point of the spear. n.y.p.d. has had units like this as well and still does and they're very heavily supervised. and five of them together, i don't know if that's their practice, but that's a lot of cops in one place with a specialized unit without a sergeant nearby. takes a while from what i see for any supervision to arrive. and you know, you have to say that it does seem like they felt very free to react the way they did. and you have to say to yourself has this happened in the past? why did it go the way they went? and you know, i think you have to look a little bit larger. griff: they clearly had little regard for knowing they were on camera, multiple cameras there in the number of things that they crossed the line on in the video we see. i want to ask you though, before i run out of time. so where does this go? we know the doj is launching an investigati

scorpion unit, i know the units of that kind can sometimes breed a culture of over aggressiveness. i think it's probably a healthy thing. >> we were just talking with the scorpion unit, these specialized units across the country that quite literally are the opposite of what they are supposed to be doing. i wonder if you are looking at this from across the country, and wondering what the lessons are if you have to begin with those specialized units. >> i think, alicia, that's a big part of the conversation. i also think that it's important we stop politicizing the notion of law enforcement protection and service in communities. the reason i say that is because much of what we are talking about with these specialized units is the result of a response to right-wing talking points about increased violence in communities of color across america. that's a problem, and a talking point that they were never seriously interested in solving. the result was putting a lot of money towards these different units that ultimately harassed and hold -- under the pretext of trying to stop and prevent crime. i think to piggyback on what brittani was talking about, it's necessary that we engage the shift i

scorpion units. it was a specialized unit formed more than a year ago. to help halt a surge in violence in the city. according to new york times, the officers often operated in unmarked vehicles making traffic stops, seizing weapons, and injecting hundreds of arrests. does this unit need to exist? >> not asked it is currently constituted, lindsey. clearly from what we are hearing from other citizens, they have been harassed by this unit, there's a gentleman in memphis who made a complaint to internal affairs just days before mr. nichols had this brutal encounter with those five individuals. and he said that many of the individuals involved in mr. nichols altercation where the same ones that approached him in an unmarked vehicle in an aggressive way. and he had complaints about these officers that he said were ignored by internal affairs. and we are hearing other complaints about this particular unit. so, clearly this unit has been able to operate with a level of immunity and, it is questionable as to whether it should continue to exist at all. >> areva m

>> well, the scorpion unit is a specialized unit like a lot you see, especially in cities facing crimed when you look at the memphis crime picture, and the chief framed it a little bit, but this is a city that's poured millions into downtown, convention centers, restaurants, venues. they lost a hyatt hotel construction deal, because crime was just going up. downtown, they had 4,000 crimes in 2022. a thousand more than they had the year before. 30 cars broken into on one block. so, sending these anti-crime teams, that are your experienced officers, highly trained, to go after predator criminals, makes sense in a place where you're having record murders, shootings, carjackings. the problem is, how long are they on the job? what was their level of experience. what was their level of supervision? is there a sergeant with every team? the answer is, not long enough, not enough training, not enough supervision. they got three or four days. needed more than that. the basics were there. they had de-escalation training. they had some tactical training. but at the end of the day, they had to disb

sometimes a specialized units to do that kind of hot spot policing, they develop their own excreted core, and it leads to a culture that is maybe a hyper aggressive. we've seen this with the scorpion unit, and we've seen it with other units across the country. so i wouldn't go far so far as to say that all specialized units are inherently bad, i do think there's a way to do hot spot policing without having these elite specialized units, and that all such units should be met with careful supervision and very careful training to overcome the very natural temptation for them to feed off on each other and become overaggressive. >> isn't that about leadership, though? isn't it about oversight and leadership? obviously want people to have enough's excreted core, being involved in what they're doing obviously, you don't the negative aspects of how that can be in that sort of hyper violent way. >> that's true, i think it does require leadership, and does require supervision. we have a relatively new police chief who's been on the job for a year and a half i think she acknowledges that there needs to be a review of these specialized units it is to be a review of the type of training and cr
