scott is on assignment. i'm norah o'donnell. with much of the government shutdown, republicans and democrats at each other's throats, terror still an ever- present threat, fear spread through washington today when shots suddenly rang out at the capitol. people on the streets ran for cover. police armed with heavy weapons fanned out. the capitol building and the white house with the president inside went into lockdown. the shooting was the end of a car chase that began when a car hit a barrier outside the white house. homeland security correspondent bob orr is with us. bob. >> reporter: good evening, norah. well, much of downtown washington tonight is a crime scene after that chaotic and frightening car chase and shooting that played out between the white house and capitol hill. at midafternoon, police closed in on a black infinity coupe on capitol hill. cruisers tried to pin the car against some sidewalk barricades as other responding officers drew their weapons. frank schwing watched it all unfold. >> a black sedan came in at a

i'm scott wapner. you, of course, have been watching secretary of health and human services, kathleen sebelius testify before a house committee on the problems with the rollout of obama care. it is a hearing that at times has been confrontational. bertha coombs joins us with the very latest and the highlights from the capitol. bertha? >> scott, it seems as secretary sebelius benefited from yesterday being able to see maryland tavenner take a grilling. the cms administrator had a very hard time. sebelius seemed to come on the offensive. she came and she admitted that she was responsible, that the website has been plaued. at one point calling it a debacle. she apologized to people for the fact that healthcare.gov is not working properly, saying they are trying to fix it. even this morning, the site remains down because of a cloud server issue. she also said that one of the things when she was confronted by representative terry, why they're not giving enrollment numbers even as states are, she said the re

>> reporter: scott, we know the meeting lasted a little over an hour and ended in an impasse. speaker boehner has just said it was polite but the president stuck to his position of not negotiating over the shutdown. in an interview earlier today, mr. obama described the shutdown as entirely unnecessary and himself as exasperated. >> if john boehner, the speaker of the house, puts a bill on the floor to reopen the government at current funding levels, so that we can then negotiate on a real budget that allows us to stop governing from crisis to crisis, it would pass. the only thing that is stopping it is john boehner right now has not been willing to say no to a faction of the republican party that are willing to burn the house down because of an obsession over my health care initiative. >> reporter: scott, the president also warned that if republicans are unwilling to raise the nation's borrowing level when it runs out in about two weeks and then default on u.s. government obligations, then, in his words, we are in trouble. >> pelley: senior white house correspondent bill plan
