scott budman takes a look at the report just a hard time so many people are facing. >> reporter: the study shows how rough things are of the have's and have not's have become. one out of every four families in the bay area, more than 600,000 can't afford basic necessities like housing and food and medicare and child care. because they make less than $109,000 a year. not surprisingly the number one expense for most of these families is housing. even a household with a six figure income struggles to make ends meet. >> housing is very expensive, we don't have enough units and many people rent. rents are high. we don't do enough in our country to support renters. >> reporter: united way says and with more affordable housing, there are others that keep families under water. >> child care though can be as expensive and sometimes more expensive than housing depending on where you live. >> reporter: possible solutions, the study says more housing, tax credits and help with child care would be a start. scott budman, nbc bay area news. >>> certainly would be, still to come, they are shiny and

scott budman is joining us live in san jose with what does the federal government want to do with that encampment? >> reporter: they want it cleared out. it has to be cleared out the next several months for several concerns. >> reporter: in the shadow of san jose international airport. >> this is my home. >> reporter: katherine davis is scared. >> we have nowhere to go. >> reporter: the camp where she and hundreds of other people live is now a target of the federal aviation administration which calls the camp along coleman avenue is not fit for living in and a threat to aviation. for one thing it was built as a buffer in case of a plane crash and another birds gathering at the camp could pose a risk to planes. katherine says she knows what comes next. >> it is very hard because we have to start over. they come and sweep us up and take our tents and our cars. >> why does this keep happening in san jose? >> reporter: local advocate for the unhoused, calling the clearing out inhumane and causing more problems as people lose their places to stay. >> i mean unless alien comes down and beam
