cohen. alex? >> kelly o'donnell thank you so much. see you again today. >>> joining me now, "washington post" reporter eugene scott and cnbc editor at largeohn harwood. good morning to you both. eugene, with you here first, michael cohen recording his conversations and the president's response. how concerning is this for the white house realistically? >> realistically quite concerning because it appears the president was not aware he had been recorded by his former personal attorney, and so it's very possible there are more tapes, and he know -- knowing what he could have been talking about with cohen, it's probably concern that some of those conversations are on tape and could contribute some of the things he's told the americans and alleged affairs payments to the "national enquirer" other organizations and individuals and other accesses and words that could bring his ethics and the legality of his behavior into question. >> yeah. you've got to think, though, the president, as everybody else is, john, wondering how, just logistically how these recordings came about? they were one on one. it's not like michael co-hadn't a microphone and

scott, i'll start with you. cohen hasn't said it, we have information that tells us he is ready to tell the mueller probe that trump knew about the meeting in 2016. how big a deal? >> huge deal. as former prosecutor. >> i expect you to say that. >> despite my experience, right? i think it is a huge deal. he is an insider. he is a firsthand witness. prosecutors look for those people when they're prosecuting the mafia or anyone else. that's the first thing. second thing is, he has a ton of credibility because he is a firsthand witness, despite what rudy guiliani says. a week or two before the tape came out and cohen started to publicly say the president knew about this meeting and that meeting and the russian meeting, called him truthful and honorable. now he is a pathological liar. one thing i thought when i watched it on tv, said takes one to know one. corroboration is a big issue in regard to credibility with the government with mueller. we have to see. >> i expect democrats think it is a huge deal. i would think rep

does he have that and does bob mueller find cohen's testimony, evidence, compelling and credible, or not? everything hinges on that question. >> do you think, scottdoes this explain why many people close to the president have felt for a long time that michael cohen may pose a greater threat to the trump presidency than robert mueller? >> yes, absolutely. i mean, i think there's been this great fear that this is one of the handful of people that knows everything that happened during the campaign time and even before the campaign time. and obviously now cohen feels like a barrister scorned and he's unleashing fury on the president in the form of tapes and in the form of sky writing to get trump's tensiattention. because this is a well-reported story by cnn, we need to focus on two points. number one, cohen in the story is said not to have any evidence of this. number two, he's said to be floating this to try to get mueller's attention to lessen his own legal troubles, which means cohen has concluded he's going down for something he personally did. this reduces the credibility of cohen's claims, i think that's the way republicans will see it. if it

scott pruitt stepping down. we have another breaking story on the president's long time personal lawyer michael cohen. bring in mj lee. you're learning more about michael cohen's mindset right now, including what he's recently told friends about a possible pardon from the president. what can you tell us? >> reporter: what we're being told by cohen's friends is that cohen currently does not believe that trump will offer him a presidential pardon. one friend tells cnn they brought up the possibility of a trump pardon in a recent phone call with cohen and that cohen's response was, quote, i don't think so, i just don't think so. according to this friend, cohen feels quite certain that he has been, quote, unquote, dismissed by the president. a second friend also tells cnn that cohen is operating under the assumption that he is not going to be pardoned. it's important to point out cohen is currently under criminal investigation in new york. but he has not been charged. we don't know what he might be charged with. we also don't know whether pardoning cohen is something that president trump might consider. s

cohen: all right. thank you. yes, supervisor stefani has a question. >> supervisor stefani: thank you. chief scott, with regard to the foot patrol, i was just looking at northern station, there was 12 there, which i find that shockingly low. i know you're doing your best, and i thank you for that. i'm just wondering what determining factors go into where foot patrol officers are actually allocated. >> yeah. we did an extensive review in operations and basically had through field operation bureau under chief chaplain's operations side of the police department, basically had the district captain identify the areas where they believe foot patrols were needed based on crime trends, based on community demands, based on areas that we know are traditionally high traffic corridors, tourist attraction, those type of things, and basically that's how we came up with -- it was data driven, particularly the crime part. in supervisor yee's district, we talked about the twin peaks deployment and how that had an impact. the tenderloin, we saw immediate results in terms of on view arrests and things that the offic
