back to scott cohn in watertown, massachusetts. e seeing on the street today? >> well, it's sort of a parallel situation, becky. about 10, 15 minutes ago, we saw two but the loads of boston city police officers, not in any sort of special gear, but going into the neighborhoods here. meantime, a few miles from here where the manhunt seems to be concentrated. nbc's kerry sanders reports eight up ended humvees going in there, along with police presence as they try to bring this manhunt to an end, obviously ideally a peaceful end. but at the same time they want to keep everybody in place. they don't want people roaming around or put themselves in harm's way just for curiosity sake. hundreds of people are asking to shelter in place. stay where you are. don't go anywhere. don't get curious here. we want to get it covered. and it seems to be they are concentrating the efforts now in an area a few miles from here, which we are also watching very carefully. >> scott, one of the things that has been difficult to try to keep on top of it, the

let's start -- >> with a live report from scott cohn in boston. he has the latest on the bombing investigation. good evening, scott. >> good evening. a news briefing originally thought to happen this afternoon and then pushed back to 5:00 p.m. still has not happened yet. it has been a day of mixed signals and frustration. and a lot of interruptions. but in the midst of it, some of the most sophisticated detective work in the world is going on on the crime scene a couple of blocks behind me. first of all, the video. they have it from multiple vantage points, the finish of the boston marathon. and including the camera on the lord and taylor department store, surveillance camera, that is really located right across the street from the second bomb blast. and there are images of a bag on the ground that we're seeing, we don't know if that is the bag that exploded that contained the pressure cooker bomb, but there are promising leads nonetheless. even so, all day long today, investigators, technicians have been collecting physical evidence. there was con

the top of the hour, amid premature reports that an arrest had been made in the marathon bombing, scott cohn is in boston with the very latest details for us. scott? >> good afternoon, bill. let's first get you up to date on the situation at the federal courthouse, which is about two miles from here. as you said, there was a bomb threat an hour or so ago, unrelated to the situation at the bottom marathon and the attacks there. our producer on the scene says that he has seen fire trucks enter the area, firefighters go into the building, agents with dogs go into the building, but notably, no bomb squad going into the building. obviously, the vast majority of bomb threats phoned in anywhere turn out to be false and we'll hope that that is the case. and here's how the day sort of plaid out. early in the morning, or i should say, with around mid-morning, on boyle boylston street, we saw quite a bit of activity, agents combing the area. perhaps they're combing it one last time for clues before they reopen, but we don't know that. we just know that there was activity from the ground to the rooftops

so let's check in with scott cohn who is on the ground in boston with more on the situation. scott? >> reporter: sue, a lot of fits and starts here today. we had expected that there would be the first news conference, news briefing in 24 hours led by the fbi. that has been postponed. we have the official word from the fbi which is the lead agency in this investigation and let's show you why it was postponed. within the last couple of hours, a bomb threat at the john joseph courthouse a couple of miles away from the blast site. it forced the evacuation of the courthouse. they brought in bomb sniffing dogs, firefighters, investigators to see what this was. within about an hour or so they got the all clear. and it was clear that the bomb threat was unrelated to the events here. somebody with fair to say a somewhat twisted mind. in any event, the news that will come out that we expect to come out about what's been going on and what's been sort of the news blackout has been postponed because everyone was thrown off by this bomb threat. and in that blackout, that kind of news vacuum, a lo

scott cohn is in boston with the very latest right now. scott? >> reporter: bill, let me do something a little bit different than what's been going on for the last couple of hours and give you sort of an eyes and ears account of what we've seen, which is a lot less than some of the reports that have been out here, but it is still significant. we have seen quite a bit of activity along boylston street, the final quarter mile or so of the boston marathon, where the tragic events of monday afternoon took place. a lot of technicians, fbi, atf, gathering what appears to be evidence. and we also know from pictures that have been released what some of that evidence is. it includes fragments of the bomb or bombs. we know there were two blasts. we don't know which fragment, obviously, which belongs to which device, but the fragments are important as well. they include shrapnel, which is placed in these pressure cookers to deliberately do harm. small nails, bbs, bail bearings, things like that, pieces of metal. we also have seen, i'll hang on for the truck

that is where our scott cohn is right now with the very latest. scott, one day later, what can you tell us? >> reporter: maria, 24 hours after the horrific attacks, it is still an intense crime scene behind me, as authorities try to search for any clues about who did this and why. u.s. attorney general eric holder out with a statement a short time ago, again, calling on the public to help, saying no bit of evidence is too small. they are looking for cell phone video, anything that can help them figure out and piece the facts together. we also know that the boston athletic association, which stages this marathon every year, had three surveillance cameras at the finish line. the company that provided those cameras under a sponsorship agreement tells cnbc they are cooperating with authorities. we will see whether that yields anything, but what is very clear is that the perpetrators of these attacks were out to inflict maximum damage. authorities and law enforcement sources say that the bombs were basically made of pressure cookers filled with things l

. >> scott cohn is leiv right now near the crime scene in the back bay section of boston. ott, what can you tell us? >> maria, with the next news briefing about 25 minutes away now, we can give you a little bit of news. first of all, nbc news is reporting that some fragments of the bomb or bombs are already at an fbi atf analytical center in quantico, virginia, where they ultimately hope to reconstruct both devices, or as much of them as we can. and while there are some grievous injuries here, the head of trauma at mass general says now he is much more confident this afternoon than he was this morning that there will not be further loss of life. three people, though, are dead. the final blocks of the marathon, going down boylston street are, according to people who have run this race, an incredible high, and of course, all of that was changed as you look at the video from the camera of runner jennifer tra treacy, that was shot yesterday. and authorities are looking for any sort of that video that they can get, as they continue to look for any and all types of clues. ge jean

scott cohn.in boston with the latest developments. >> reporter: a little over half an hour ago, 2:50 p.m. local time, the nation paused to remember and boston remembered. a moment of silence that actually stretched for about five minutes with observances at various locations around this city, including just outside of copley square where the bomb exploded one week ago. meantime, in a boston hospital bed, dzhokhar tsarnaev faced his initial court appearance before a federal magistrate from his hospital bed, where the judge ruled that he was alert enough to understand those two charges which potentially carry the death penalty. it was exactly one week ago at the conclusion of the boston marathon last week that the twin bombs went off. the bombs that were allegedly placed there by dzhokhar tsarnaev and his older brother. and the complaint describes vividly the surveillance video that shows tsarnaev placing his knapsack on the ground just before the first explosion. a few seconds after -- i'm sorry.

our bill griffeth and scott cohn have, in boston all day. let's get to them rate now and get the very latest on all of this. bill? >> well, you know, we're in the area here, in a staging area. scott is in the area where they have really been doing the active investigation throughout the day. i'll be interested to hear what he has to say. but we have been in an area here, where i said before with rudy giuliani, we have watched this impressive display of law enforcement all day. i mean, this is sort of -- i equated this as a cross between a natural disaster and a war zone with the -- and i've covered g-8 conferences, you know, where world leaders all come together in the same place and trust me, the security that's on display there doesn't even compare with what we're seeing here in the town of watertown, massachusetts. i mean, you are seeing a tremendous coordination between local, state, and federal officials today and it has been very impressive. we are waiting for yet another news briefing at some point to give us some more details, because

. >> we want to bring in scott cohn, who is on the ground in water town right now. scott, i know that we are waiting on another press conference from law officials. what are you seeing there? >> ah, well, we're seeing that things are starting to wind down in terms of the intense house to house search, at least from what we can tell from aircraft, helicopters in the air, which seem to be -- seem to be done. some of that might have to do with the weather. and we are waiting for this news conference, where we think we're going to get a timeline of the events of last night and early this morning. we know now that about 10:24 last night, according to police, that that's when they get the call from m.i.t. police, they hear what appears to be shots. then, there's an armed robbery of a 7-11, which is unrelated to all of this. early reporting on that was incorrect. but sometime after that, the brothers apparently bought gas at a shell station in cambridge and then at, about 10:30, m.i.t. campus police officer is found shot and later dies of his wounds. then a couple minutes l

our man in the media, scott cohn is on the ground in watertown. have you heard anything about when people will actually be allowed back out of their homes to go about their business? >> well, that's one of the top things on the agenda for this news conference, which we've been waiting to get under way, and i think part of it had to do with the fact that it's been raining here and they just a short time ago brought in a tent to cover the speakers for the news conference. so, hopefully they'll get on with it shortly. they say that the people here, particularly here in watertown, have been very understanding, very patient, even as very heavily armed officers, agents and so on went house to house, searching for the suspect in this. but yes, you know, time wears on and they have been locked in their houses since last night, really, and people coming to the door as early as the wee hours of this morning. so, everybody is waiting for that, for a lot of people, it's just hoping that they can get out. we saw some pe wal around in the city center of waterto

scott cohn out of boston. thank you very much for that this morning.'s go to head of north america forecasting at ihs. she's actually been looking at some of the details coming out of boston and trying to interpret them for us. good morning. so what do these reports about a pressure cooker and devices themselves suggest to you about what's behind these attacks? >> as we've been saying since yesterday, the indication is that this is probably a lone actor or a small group, homegrown terrorist. we're going to need more information about the device before we can really be sure of course. the pressure cooker is not a particularly sophisticated device. if they find a timer was attached, it would make it slightly more so but something either of these groups could use. >> it does seem to be one of the more unusual things about this attack. >> there are a couple reasons you might see anonymity. they may be letting panic set in. if you are talking about right wing extremist group, they may be choosing to an unanimous because they think it furthers their cause. >

let's get to scott cohn. he's been in boston since the attacks. at's happening where you are, scott? >> i'm also in watertown, maria, and for much of the day, really for all of the day, we were on mt. auburn avenue, which is where the chase went down overnight. we've moved more for transmission issues than anything else, it's not that the situation has changed appreciably, but i've had a little different vantage point of the same things that bill was talking about. and it took us a while to figure out what was going on. but it seems pretty clear, they were just, as they said, they were going house to house. and it looked like they were sort of going sector to sector to sector. there would be an aerial reconnaissance above, sometimes there were military helicopters accompanying them as well. and then you would see lines of yu uniformed police officers and also s.w.a.t. officers going door to door, with guns, not necessarily drawn to fire, but holding guns very prominently, and dogs and most people were very cooperative. but it'sclear, they are just

scott cohn, this was welcome surprise to the sector.us about. >> yeah, maria, welcome news, and a surprising reversal have the obama administration, which has as recently as february wanting to cut medicare reimbursements by more than 2%. this is aimed at fulfilling a key cost-cutting goal of the health care act. apparently the outcry was too much. after what the administration calls careful consideration of public comments, a 2% cut has become a reimbursement. take a look at how the managed care stocks have performed as a group. they fell after the election, and again in february after those cuts were proposed, today the stocks are back big-time. that index up 3%. reimbursements are going up, but deductibles are going down. premium increases for medicare advantage are limited. and there are also new cost controls in effect as well. plus, of course, health care costs in general are going up. the president of humana said today that the changes, all told, still create what he called meaningful challenges that they are still evaluating. bi

our scott cohn is live once again in boston covering the latest. scott, what's the news today?e some new pictures now of fragments of the bombs and the other things that were associated with them. some of these are pretty chilling. as you will see, there are ball bearings, nail, the shrapnel that was used and also fragments of the pressure cooker and that apparently was the delivery device for this -- at least one of the bombs and possibly both of them. these are very important clues, but of course, people are still trying to get more information. the authorities are appealing to the public for video, for information and any ideas about who might have done this and at the same time they're looking at the way that security was handled and has been handled for the boston marathon. tight security and despite what happened, the police commissioner here is defending that security plan. this particular plan was very well thought out and executed and there were more offices assigned to this race than there were ever assigned before and we were particularly concerned with the finish li

our scott cohn is in boston and has the latest on the investigation. scott, good morning. >> reporter: good morning, carl. it's hard to believe it's been one week since those horrible bombings at the end of the boston marathon. later today at 2:50 local time, the precise time of those bombings one week ago, there will be a moment of silence in boston and church bells will toll throughout the city. dzhokhar tsarnaev, the 19-year-old bombing suspect remains in serious condition where he is recovering from his wound, but apparently he is alert enough to begin responding to some of the investigators' questions. many of those responses in writing because he has gunshot wound possibly, self-inflicted to the throat, but amazingly, he and his brother for some three days managed to hide in plain sight. dzhokhar at umass dartmouth where he was a student, he worked out in the gym, even talked to friends about the bombing. imagine how chilling that was for his classmates. >> i'm in diss belief, like, i can't believe that's him. >> i don't want to believe it. >> i r
