scott cohn is there for us. scott, good to see you.ns going to look like and how are people preparing for what's coming? >> reporter: it's not as severe as the initial restrictions we saw back in march here in santa clara county which is one of the first places in the country to be dealing with covid-19, but there are definitely going to be restrictions nonetheless as we look at case levels that are the worst since the pandemic began. 760 new cases yesterday alone. so what they are saying is they want people to quarantine if they traveled, for example, out of the county during the thanksgiving holiday or any time in the next month. there is a 14-day quarantine expected, leisure and non-essential travel is skur discouraged. the owner of the ibiss boutique in san jose has been in business for 13 years and has dealt with every single punch that's been thrown at her throughout this. she moved to an online shopping model for about half her business where she hadn't done before, she had to change her inventory. but it seems like everything,

let's go to scott cohn standing by for us. restrictions will look like, scott. >> reporter: alex, they're not as draconian as the restrictions we saw they beginning of all of this. remember, santa clara county was among the first to be dealing with the virus and the restrictions that followed. and now we're looking at some of the worst case levels of the pandemic, even worse than they were back in the spring. the county health officer saying she is gravely concerned. here's basically what they're looking at. there's no stay-at-home order this time. rather, there is a suggestion that people quarantine if they travel outside of the region. any non-essential travel is strongly discouraged. and then there are the new restrictions on capacity for businesses. so we are looking at, you know, 10% of capacity for indoor retail. that goes up to 25% for supermarkets and pharmacies, but the business operators are expected to monitor that closely. it's yet another challenge for business owners in a year that has been full of them. >> i've

a judge in georgia rejected claims that ballots were being mixed up cnbc's scott cohn.> reporter: you know, it's mixed and we'll get into what that strategy is by the way i'm in north carolina this seems to be the only state of those not called states that doesn't have an active lawsuit yet but they seem to be laying the groundwork for it a short time ago the head of the state republican party talking about the count that resumes next week at the absentee and provisional ballots alleging again without evidence that the state board of elections is hiding evidence the emphasis is on the states where they are counting. look at nevada and you heard a little bit about that, the main suit there unveiled with lots of fanfare. we don't know if it's filed but the allegation is that they're counting ballots that were sent to nonresidents, even dead people, again, no evidence cited by the campaign and would love to get an eye on that. 10,000 fraudulents ballot, they say, about the size of joe biden's margin at that time. even if they could somehow identify every ballot in nevada a

let's get to scott cohn who's in rally. ten precincts being kept over later.ive us the details. >> reporter: yeah. let's keep this in some perspective, shep. probably not as ominous as it sounds they have a little bit of delay opening the records. this time critters didn't know the right code 10 precincts are delayed, 17 minutes to 47 minutes and you can take a look at the map and it really is sort 67 a variety of places. in a variety of counties nothing particularly dem crass particular just basic in an early thing, now we have to wait until the last poll closes at 8:15 even time before we get some results. what we were expecting to get is a large chunk of the electorate. we'll be hearing about looting and jumping. the early results seemed to be taking it. >>> along with arizona where jane wells is talking to voters and in michigan where brian sullivan just wrapped up a tour in the spring states all right, shep. what we concern is there must be -- with lisle la mcshane, he was hoping to have an official tally by tomorrow morning. it should be sooner than that

joining me now from san francisco, scott cohn. scott, there are 10:00 p.m. to 5:00 a.m.fews in california through december 31st, but i understand san francisco isn't part of that. what are you hearing from those in the city as we head closer to thanksgiving? >> reporter: that's right, alicia, there are capri curfewse counties that are at the highest risk. there is not yet a curfew in san francisco. but officials are telling me that it's really only a matter of time before we see it here, too, based on where the case rates are going in the city. and frankly, if they're worried about it here in san francisco, you know it's a big deal. this was the first place in the country to implement some of lockdowns earlier on in the pandemic. they felt like they've been ahead of the curve, but the case rates have quadrupled here in the last month or so. and filtering into communities that have not been so directly affected, like affluent white people who are able to work from home, in places like marin across the golden gate bridge, they're seeing case rates go up. and so you do see

scott cohn. >> reporter: well, it is going to be strategic wiict.t willow glenn, you can see what they'll be dealing with. they're asking people to quarantine as they travel out of the county and limits on capacity in all kinds of retail and not just regular retail but also some of the essential retail businesses like grocery stores and pharmacies. we spoke to an owner with her boutique on this block. she had to create from scratch and online channel to sell her goods. she had to change the way she does business and the way she keeps her inventory and the stuff she sells. it seems like everyday to her is unchartered territory. >> there is a bit of relief that this holiday weekend did go well. i am hopeful that the rest of the season goes well. every decision i made is with a bit of trepidation. i am not able to relax and make business decisions like before. everything now is well, what if it is the wrong thing that i did. >> reporter: as you heard her allude to this first weekend of the holiday shopping season went pretty well for her. a lot of busi

almost certainly need to repeat that performance this year in order to secure a second term our scott cohnh carolina, with more. scott? >> reporter: hi, sara. about four hours into the voting now in north carolina and to hear state elections officials tell it, it has gone very smoothly, some 2,000 polling places statewide, about four opened up late, the state board of elections will decide later today whether to allow those polling places to stay open a little while longer, and that could slightly delay the results that we get out of north carolina tonight, which they'll report after all the polls close which currently is scheduled for 7:30 eastern time tonight. we are in kerry, which is in wake county, north carolina, also home of raleigh and the research triangle region, this is a county that went 57% to 37% for hillary clinton in 2016. you can see that the polling station here is relatively quiet. there are some voters here, and it's a little deceiving with social distancing but it is relatively quiet and that may be because most of the voters in this county and indeed statewide have al

scott cohn is in north carolina this morning we're going to get to him in a moment first, we want tor who is in georgia. >> reporter: good morning, i'm in bacon county, a rural agricultural county in georgia in north georgia, the vote is still waiting to be coming in. we look here in macon county where 86% has come in for trump, and the vote is all counted and sealed fulton county, though, we're waiting for results to come in shortly. we heard from the election board before 6:00 a.m., 7,500 absentee ballots were still to be counted, and the margins in georgia are razor thin less than half a percent currently separating trump and biden. we're waiting on results in bigger metro reasons savannah, president trump and the georgia republican party as you mentioned have filed a lawsuit in the state, accusing chatham county, home of sav savannah, improperly counting absentee ballots a poll observer claims to have seen a worker mishandling ballots. that observer quote doesn't know what he's talking about, and that there's a log of every ballot going in and every ballot processed. so we just w

scott cohn is on the ground in the state and he brings us the latest scott?rter: if it feels like we have been stuck at that 95% figure for a while, or the president's lead of about 76,000 votes or 1.5%, well, it is because we are stuck there, and we likely will be for some time to come as you can see so if that is still the case, if the presidency has not been decided elsewhere by next week at this time, the 15 electoral votes here become huge and this is the big variable, 116,200 absentee ballots that are still outstanding have not been returned that number is going to come down a bit as the days go on and as more of those ballots are returned, but they will not be counted for the most part until next week at this time >> regardless of vote differentials, we never stop counting until all eligible votes are counted and added to the final certified and audited results. >> reporter: so where do those absentee ballots come from well, they are are in the state's biggest counties, including wake county, where i am, that's joe biden country as you can see. and mec

. >>> to north carolina now, scott cohn is in raleigh for us. scott?: shep, you touched on this. things are moving fast here, and things are tightens up we are in downtown raleigh and first of all, we can tell you a little about the of a cat and mouse game with a handful of protesters, a couple hundred or so that did minor damage from the capitol, heavy police presence as well here, and they're chanting variations of "no matter who wins, you lose. well, take your pick at north carolina, because it is tightening up considerably take a look at the state now, with still too early to call, but it is dead even here with 86% reporting. remember what we've been talking about all day with the turnout a huge early vote turnout about 4.6 million by mail or early voters, they were thought to lean towards the democrats and in the big cities here in raleigh and charlotte, wake county, mecklenburg have delivered. if you look at the heavy republican counties where they were counting on the trump forces counting on big turnout today that seems to be coming true and se

we want to get over to scott cohn who is in the battleground state of north carolina this morning witht is going on there scott? >> reporter: andrew, it played out almost exactly as we were talking about yesterday and down to this scenario that in many ways is just a nightmare 5.5 million votes cast almost in north carolina that's a record. about 75% voter turnout. it comes down to about 76,000 votes separating president trump with former vice president biden with the president on top as far as the unofficial state count goes, but take a look at how this plays out and how the counties worked out. going into this, going into this it looked like biden had the edge with early voters and then we were looking at what was the turnout going to be in republican precincts, republican counties on election day and sure enough as the results were released last night, biden out to an early lead and then when those other counties came in it tightened up to the point where we are where we are -- where we have gotten to and here's where it all comes down to. 117,000 absentee ballots that have yet to b
