[applause] >> thank you, geir, and thank you to the gerald r. ford presidential library for hosting me and for mistaking my -- making my research and this wonderful event possible. you may have heard the expression it's good to be king. well, tonight it's good to be an historian with an interest in oil diplomacy and oil fence si. this in this morning "the new york times" published an op sed, and "the wall street journal" published one on the importance of history studies in creating a competitive dynamic work force. our bid tonight seeks to bridge two compelling and vital areas of public interest. it's a rare and wonderful thing for a historian to watch as events that were only speculated about a generation ago finally come to pass more than three decades later. five years ago when i began my research into u.s. oildiplomacy in the 1970s, i was puzzled by references made in documents from 1976 that read like something out of a financial thriller. there was talk of a sudden increase in

my name is scott cooper and i am on the backside of the folsom street development and i have been sitting in on the neighborhood community meetings. and there are concerns of a fire station going in the area that is a bit more residential and we are hoping that they do what they can to be conscientious of one of the area's busiest fire stations and inevitably there will be noise but however they do the operations they be conscious of the people in the neighborhood. it is interesting to see the evolution of the particular site from the commercial uses in the 1980's and sweat job and grow op and the mini tower and now a fire station. personally i am kind of excited about this. it will serve the community better. as far as the rats and mosquitos, you can find the same thing at the location, so please keep working on it whatever you did at that the other location. and i would like to call on moma to meet the requirements for or to help with the requirements of 2% for public art that is typically paid for with municipal projects and a fire station would normally fall into that category and sin

scott. this is a very strange story, how he was supposed to negotiate a peace without the great general cooperating but unbelievably, miraculously he brought it off. he was fluent in spanish, the mexicans liked him a great deal, and eventually -- it is a complicated story -- he got them to sign the treaty at the virgin of guadalupe in 1848 ceding everything west of texas; new jersey, california, nevada, utah, half of colorado and a chunk of wyoming for $15 million. now, that is a real estate deal. it helps if you have wynnfield scott occupying -- winfield scott occupying mexico city nearby. but he did this after he was fired by james k. polk who thought he had become a whig and a friend of whitfield scott. he did it as a private citizen. but it was such a great treaty that they ratified it anyway. he lived the rest of his life in poverty and obscurity. i found him a truly fascinating man. >> it says everything about the eerd. and the senate of the time, you think our politicians are bad today, boy, back in the day they almost didn't ratify the treaty because they didn't think they needed to pay $15
