county's department of health over seeing the cleanup. they need to do more investigating before declaring a health emergency. scott hagerty and his office are now trying to figure out if the county could legally force the oil company to truck in clean water residents while the county waits for the test results to find out if water supplies near the oil field are contaminated. hagerty's chief of staff tells us the county's response so far has been, quote, appalling. inspection reports we obtained say hazardous waste leaked into the, so much so that other documents say it may have contaminated underground drinking water supplies in livermore. e & b natural resources owns the property and is still working to clean up the soil. it discovered the leak more than seven months ago. they were legally obligated to notify state and local regulators and never did until they were cited by inspectors for not doing so. according to the state, there are about 400 wells within a 2,000 foot radius of the leak. most if not all are private wells and they're used for drinking and for farming. >> in a statement, the oil company told us
