i think scott will want to comment on this, as well. the idea of having a resolution on one part of the problem and not on the other part is i think from the chinese point of view, the favorite outcome. they can easily make market access agreement. they have offered that before. they appear to be offering it again. the americans so far have been resisting. it's not entirely clear to me whether the americans have resisted that because the offer is too small. or because they really want to insist that the chinese deal with some of the structural issues that have been identified. i think probably the right answer to that is the president's advisers differ on that question. and some would say if the chinese really want to buy a trillion dollars worth of stuff over ten years, take it. leaving aside the fact that's probably not physically possible. but there are other people saying, no, no, no. the more important issues are that technology transfer issues that we have identified. i don't think you can have an agreement without addressing both
