and this was a process started by the businessman scott madison and the artists of the hope and a long time shipyard tenant and over the years they were supposed by nancy palosy and many hunter artists and the advocacy continues and is currently led by star, the non-profit co-founded by madison and hope and others and during the course of planning for the replacement building, oci met with and responded to the concerns of artists on numerous occasions. and the concerns have been many. and all concerns were acknowledged and most were resolved with the positive out come, in many out comes. and agreed to make the modifications, and in january of 2014, we learned the projected nutrient rate would cause a 50 percent increase in rent for 50 percent of the artists being relocated and despite this was below market rent rate. for the artist that had been there for many years at a lower rate this was a shock. and ocii and star conducted a survey to determine whether or not artists would actually be able to afford to move into the new building. and well, some were happy with the rent rate and des

madison, wisconsin. newly elected republican governor scott walker rejecting a state budget shortfall introduces sweeping legislation called the budget repair bill. vrn >> just like nearly every state across the country, we are broke. >> in order to close the gap, walker's bill proposes broad spending cuts, but also includes something many people don't expect. the elimination of collective bargaining rights for public employee unions. >> walker's plan was to make it much harder for public sector unions to bargain with state, county or local government or school districts. he was saying we're going to take away your right to exist. >> collective bargaining is not a right. in the public sector, collective bargaining is an expensive entitlement. >> state democrats dispute that union bargaining rights affect the state's budget situation and that wisconsin is broke. they also disagree with some of the bill's other provisions, which include privatizing state power plants and overhauling medicare. lena taylor is a democratic state senator who opposes the bill. >> it did transformational things to laws in wiscon

. >> joining us now from madison is scott bauer, he covers wisconsin politics for the associated presss gotten a lot of attention, allegedly between scott walker and karl rove. it seems to indicate that there may have been some coordination with outside groups. some folks would say, though, hey, i've had a lot of political campaigns engage in this sort of thing. does this seem substantively different, problematically different? >> well, the prosecutors are saying that the governor's -- one of the governor's key strategists, r.j. johnson, was working both for walker's campaign and running wisconsin club for growth, and in that role he and others were essentially running a hub where they would take money in from all these different groups and then feret it out into other organizations that would then run advertising favorable to the governor and other candidates for office. and the prosecutor's argument is that that amounted to illegal coordination, illegal campaign fund-raising. and the position of wisconsin club for growth and others is that what they were doing is not barred under the
