david martin is at the pentagon tonight. david? >> reporter: scott, the pentagon says it now has the necessary legal protections to allow teams and special forces to begin an on the ground assessment of the fighting in iraq, and that is the first step towards determining whether air strikes would do any good. the first two 12-man teams made up of military personnel in baghdad can start almost immediately. at least two more teams are expected to fly in this week. they have three missions: assess the condition of the iraqi military, gauge the threat posed by the insurgents beginning first around baghdad, and determine how many more advisors are needed up to a total of 300. if the advisors can identify insurgent targets worth hitting without causing civilian casualties, air strikes could be launched from an aircraft carrier in the persian gulf. but it will be up to the iraqi army to retake lost ground and one pentagon official cautioned that 300 advisors by themselves cannot turn the tied of battle in iraq. >> pelley: david martin that the pentagon for

first, david martin at the pentagon. david. >> reporter: scott, now that american advisers are in baghdad, they're joining up with iraqi army units defending the city, and that could potentially expose them to combat. so the pentagon has begun flying predator drones warmed hell fire missiles over baghdad to provide aircover for the american advisers. other aircraft from high-flying global hawk drones to f-18 fighter jets are flying about 30 reconnaissance missions a day over western and northern iraq. but the armed drones are there to provide backup for the advisers. under the command of major general dana pittard, the advisers' primary mission is to determine whether the iraqi army can defend the capital. insurgent fighters numbering in the thousands are moving toward baghdad from both the north and the west, positioning themselves for what u.s. intelligence calls a multipronged assault, although there is no indication yet they have actually made the decision to attack. the iraqi army has deployed units across the most likely avenues of approach

american civilians are being evacuated from iraq tonight, and david martin has details on that. david. >> reporter: scott, more than 200 american contractors, along with a hand full of defense department personnel, are being evacuated from balad, the many iraqi airbase about 50 miles north of baghdad. there are several hundred contractors from all nations working there, helping to train the iraqi air force, but they are now being put on aircraft chartered by the companies they work for and flown back to baghdad. it will take until tomorrow to complete the evacuation. so far, there has been no decision to evacuate americans, including diplomats and military personnel, from baghdad, and that is one of the big decisions president obama now faces. >> pelley: david, thank you. vice president biden called iraq's president today to say that the united states is prepared to intensify its support. major garrett is at the white house. major, what do they mean by that? >> reporter: scott, the whois wants to defeat the insurgency, and the iraqi government has asked for u.s. air support to stem the advancing threat.
