. ♪ >> here in australia, scott morrison is hoping the tax cuts announced will help sway voters in thethe government projected the first return to surplus in the budget in more than a decade. it should hand morrison more ammunition ahead of the vote, expected in may. is it going to be enacted? >> that is the key thing. normally the budget has a majority and it gets past and on we go. this year, there as an election to get out of the way first. yes, it is possible that it will never be enacted. the treasurer did announce in parliament that the country will return to surplus in 2020 and received applause when he announced australia was "back in black." it does contain tax relief for smaller companies, middle income earners as well, so an election-year budget. >> one of the biggest concerns for voters and the reserve bank is the impact on the property market on spending and the ability of voters to go out and consume. given the tax cuts pledged in this budget will take years to roll out, is there more immediate way we can look at this budget as helping voters in the economy? >> our plan f

australian prime minister scott morrison hopes sweeping tax cuts announced in tuesday's budget will helpdisgruntled voters in the upcoming election. they also anticipated australia's first budget surplus in more than a decade, which should handle morrison more ammunition ahead of the vote in may. paul allen is in canberra covering this for us. a surplus for the coming year, but is the budget actually ever going to see the light of day? it's only going to get enacted if the government wins the election, which will probably be sometime in the middle of next month. so apart from a couple emergency measures for pensioners, none of this will be enacted before the the day, but it didn't stop budget from being read in the house, the treasurer proud of what he is achieving in the coming surplus. listen to what he had to say -- >> the budget is back in the black, and australia's back on track. but we will have a surplus and that's positive news for the scott morrison government. that's right. if you think where the australian economy is at the moment, income growth has been quite strong. it's been picking up pace. it's been driven partly by rising commodity prices and iron ore prices. it's showing up in the budget. we think tonight the government will say they are in surplus and they will be able to project surplus going forward. what we haven't seen is that boost to national income flowing through the household sector. household income growth has been quite sluggish and what we any will happen is there will be a redistribution of that income. we think the government will deliver tax cuts, increase payments to households and see the income go to the household sector and that underpins we think the economy will get in the second half. the short version, we don't think there will be monetary stimulus. we think there will be fiscal stimulus instead and we think that will be enough to keep the r.b.a. from needing to cut further. rishaad: paul, tell me how concern
