i wanted to let you know that john paul scott, our deputy director for architectural access has chose n to take a promotional appointment at the department of public works working as an access coordinator. john scott has been with us for 10 years and accomplished many amazing things especially around our ada transition plan. he is well-known throughout the city for his skill, his mentor ship, his ability to move a project forward in spite of the many bureaucratic hurdles we face. it's going to be a great loss for our office to say good-bye to john paul. he's not really gone from us. what we have now is a very huge additional resource at the department of public works. he'll still be doing access work for dpw. he's gone but still very much with us. he's also agreed to work with our office 8-12 hours a week as a transition planning to help transfer some of his responsibilities to it's and also bridge that gap while we seek his replacement. i hope the council might consider honoring him perhaps at the october meeting. i know he's been a very good friend to the council and just an in incr

scott of florida. sam brownback of kansas. and paul lepage of maine. does that say to you that the gop policies and practice have turned out to be unpopular, joan? >> well, i think all of those governors have overreached in one way or another, reverend al. and thought they had a mandate with much more conservativism than they did. and they all have relatively good or even excellent contenderers. mary burke is a newcomer in wisconsin, who people weren't sure about at first, who has turned out to be a very good campaigner and very positive, but dogged and not afraid to hit governor walker on his broken promises in terms of jobs. and so you now have a situation where scott walker is apparently beefing with chris christie over not getting enough money from the republican governors association. so when they assemble the circular firing squad a week before the election, you know that they have some things that they're worried about too. >> mayor reed, i must ask you before we run out of time, president obama, you've been a part of the new young guard, nation

scott gottlieb, now with the american enterprise institute, and paul howard, a scholar at the manhattan institute. welcome all. i'm going to start with you and ron klain, longtime political operative, democratic aide, worked for gore, biden, janet reno, you name it, represented fannie mae as a lobbyist. is he the right guy to coordinate our efforts. >> probably not. we need a competency czar, someone who knows how to run things and makes things work in washington. but this is really the pattern of almost all the high-level appointees in almost every department of the obama administration, they are people who are political in nature who share the president's ideology and the president has the right to do that, to put people in charge who share his beliefs. but they're not people who know how to manage anything. that's one of the things you are seeing it. gerri: that's the missing link, dr. scott, steve says we need a competent cdc person, what do you say? >> in terms of someone who's a czar, he needs to understand how the fda work, the cdc and starts to coordinate across the different en

scott substantively. but putting that aside, i can recognize political talent when i see it. chris christie, enormously gifted politician. i think that's true of rand paul, ted cruz and a bunch of other people. every time i see rick scott, i cannot believe this man has been elected just in the basic kind of interpersonal attributes he has. the way he reads is so strange and different than any politician i've ever seen who has managed to ascend to the level that he has. >> well, you know, and i think there are politicians like this in both parties. you end up looking at and saying they are perfect symbols of the year in which they were elected. >> right. >> and that is the story with rick scott. in the story of 2010, the story of the rise of the tea party, rick scott was running against a very establishment republican, bill mccull lom in the primary, in 2010, and in any other year, he would have lost that primary. but in the tea party uprising, he wins it. >> and spent a ton of his own money which did not hurt. >> and in any other year with his background, as it was, he nearly lost, but because the tide was so strong for the republicans in 2010, he wins

scott walker. here with reaction to that and more congressman paul ryan. so he's had a pretty rough run of it.his third election in four years, very tight race. what do you think's going on on the ground? >> i think we're going to win because we're battle tested here in wisconsin. like you say, three elections in four years. we're used to the outside money coming in trying to take our state from the hard working taxpayers in wisconsin. barack obama is here for two reasons. he's two peas in a pod with mary burke. she's a libber eral progressivet like him. it's all about turnout. he's here to try to drive turnout. a very close election. we feel like we've had a good turnout system going. our voters are very mobilized. i've been crisscrossing the state all week. i'll be in a bus with scott walker in wisconsin tomorrow. we've got energized voters because scott walker did his job. here's the story. he told people what he was, what he believed, what he was going to do, then he got elected and he did it. his reforms are working. he balanced the budget, lowered taxes, turning the economy around, refor

scott and charlie krist. both have 100% name i.d.s, but they report so low. adrian wiley has been fairly competitive and he has capitalized on the old rand paul infrastructure that existed in florida. the fact that they're seeing these numbers and even though small, very noticeable energy in favor of the libertarian, i think it will change on impact when they talk to issues, particularly on medical marijuana, which is on the ballot there. >> do they want to steal thunder, or do the access to other ballot lines create openings for candidates in states where that is a factor. >> my feeling about those ballot lines and these parties with so many different news is that it really kind of--it delights the message of an independent party. if you have an independent candidate running as an independent in these sort of quick brush overs that so many people give to politics they see the constitution party. they don't know what that means. i would argue that there are a lot of people, younger voters who have no idea what a libertarian is. when a libertarian is formed they were very different as pointed out, they were very different from what rand paul is as a libertarian.
