scott in because i do want a very quickly respond to that. give you 22nd scott because i do want to keep looking forward rather than back. oh absolutely. yeah. but to point, i mean that's really bad, this information that you got, 1st of all, but my dad revolution was not organized by the c i n m i 6 c. i knew my 6 did not establish secret basis to support them. ident revolution. as options learners. secondly, if you go to the documents from the is simple conference and if you follow the track of that. and if you talk to the ukrainian mediators who were there, and other officials who were there when the deal was close in april, the russians and post under conditions that include further restrictions on your credit to military included further restrictions on your kinds political choices. in other words, effectively say you cannot have alliances with or you cannot have went through the western countries. and it didn't post political conditions on the authority of ukraine, including over part of this country. okay, so it's a job telling you that you've had more than 20 seconds. right. let's move forward, michael. so let's see, is it seems trying to still salvage the situation. he says he believes the relationship with trump come, the salvage, the went on fox news. that's why people go when they want to talk to trump top. trump's not talking to them. and he produced this rather detailed a statement when he landed in london quite a long statement. he's produced here and he seems to say in this statement, but it's crucial to have president trump's support, and we need the security guarantees. but the question to you is the security get guarantees will rely on trusting trump. i mean, all they well, if anything, the tool. yeah, exactly. yeah. and everyone here and ukraine, of course, remembers the 1990 isn't the budapest memorandum where ukraine handed over its entire nuclear weapons stockpile to rush shots in return for security guarantees including from the united states. so that is very much in the minds of ukrainians. and i think i of the times there was a lot of nervousness here with us. let us get going to washington, not because of the way he would act, but because of those minerals deal, a lot of people here talking, describing it as giving way, way too much a way for very little in terms of security guarantees. but i think if there's any kind of positive news looking forward, but it's all very up to you right now, is that, you know, at the moment you crank and probably goal according to so many l as until march or april with the us military support. it has and also i believe the share of contribution of us military to create it has gone from about to 70 percent mark to around 40 or so. and of course ukraine is producing a lot of drones in weaponry on its own now. but there is also, of course, a realization that europe test doesn't have to fire power to replace anything very quickly. but some what, another quick point because i know we want to move on is um, there are 3 things that could happen very quickly from the trump side. that could be very damaging to claim number one. they could switch off the star like uh, communication system, which the military relies on instantly. of course, a lot of the most crumbs big bother you who has control over that correct the shuttle gardener or what is the coffee? and then secondly, um uh, god forbid that say americans stop sharing satellite intel with your credit is because they need that for targeting information within restaurant. and then thirdly, most importantly for ukrainians in clinic, people here in odessa and the board near me is uh, if they were to disable the patriot missile defense system, that would leave ukraine. very, very exposed. but, you know, with the someone is on hand and an unpredictable is mr. trump is very angry, right now. one or all 3 of those things could happen were in a very, very dangerous time. i can't overemphasize it. okay scott, it all moves now to london with european leaders all gathering for a summit. what does a to now do you expect unity and is there not a problem here that all of these leaders? yes, they say they support ukraine, but none of them want to criticize trump. we sole macro and stomach in the oval office. they all roll treading very, very carefully themselves. and i think 2 things happen. um, the 1st is, is that your task to stop at all? um, michael has made a point very clearly that in fact the share of, you know, your europe provides the largest amount of a both military and non military to ukraine already. and they're stepping up to military assistance and you have to commit to that. you have to talk about how you can have a security guarantee which can have your p and or power. not us your power and cure summer candidates out actually, uh, before the truck for lensky meeting yesterday. you have to commit to the humanitarian aid that continues. you have to commit to providing your defense

scott scott. so they're saying it was planned bush glen, he's not the only person saying that 2 against one j events and trump, they planned this, they've been, they've planned to take on. so let's get in that way. do you agree with that assessment of why this went off the rails? well, the way they saw it was not the he was so southern schools 1st seem to be a yeah. to be disrespectful the way they see it. but i have to agree that what, what, how, how do i define like, like if it was really what was what i meant to, let's just take that point because that is the point that they repeated repeatedly made made that he didn't respect to the oval office did you, hey, run the thing just the way the tone off. so let's see. that was disrespectful. well, the argument from savanski was massive. was criticizing vance for how for vance was calling for diplomacy. now i think this strikes to defend from it to which was that the united states is pushing very hard for it to time some basic negotiations which takes into account some of the realities on the ground. now again, the, the reason why this conflict again in, in, in the oval office was because it was, i think i've been poorly planned in advance. that is, that the documents for the natural resources into us a very ambiguous. and i think one of the reasons for this was that i'm actually going to resolve some of the issues, which was, what would the ukraine getting the return? so the security guarantee, so it's a key issue that is student and the crating. and so wanted security guarantees for, for, to some extent, for these resources, while the trump administration did not want to give these resources simply because they see it as being a pathway to world war 3. and the way the american see it is that the and that the security guarantees can provide the terms for russia. but it can also create incentives for, for a ukraine to restart the war. so they will get americas support on their side if they want to re conquer a territory. so i think we saw this happening from both sides. this are a bit to yeah, i'm the blow magic language that. okay, both i can see stories, golf, or the trauma to just verbally disagrees with you. i'll bring him in in a moment. but michael, that points about this being badly planned. i mean the planning for this really was old on from the american side. was it not? and trump is really the one who holds the cards when someone comes in into the oval office is trump who let the cameras stay to watch what normally would be a behind the scenes close go me to yeah, you, you, when you hit the nail on the head, i mean this is clearly an opportunity for trump to throw red meat to his maggot base and you know, project himself with strong and powerful and the deal maker. but i, i think actually, as i wrote in my world briefing blog today, i think there was more here than met the eye. and our 1st contact list i think was indicating this is that it looked like a little bit to script a little bit too much. like a set up. i think it was actually a truck for the landscape. what might have been happening in the background is that rare, or the elements deal that was being negotiated from the truck point of view. perhaps they've got to water down. they didn't, they didn't have what they wanted in it and they decided let sabotaged it. and at the same time, let's humiliate the leader of ukraine, who is also very popular in other countries as well. but um it's, it's absolutely despicable behavior. i think this was the trump school yard bully diplomacy on display. having said all of that, so what i'm hearing from friends and contacts here and ukraine is kind of 5050 different reaction. but some say that perhaps it could have been a little bit prepared and i'll give you one example there in that horrible meltdown . i was under date events or trump who mentioned of the visit of mister zalinski and his party to pennsylvania in the closing weeks of the big campaign. and um, i said back then it might have been and even on now to 0, that what that was probably a political miscalculation because these guys who are the holders of power right now have long memories. and they're very resentful. they're very angry and now they're using that against themselves. maybe some missteps from before, but i'll try. sorry. mr. zalesky will likely come home as a hero because at the end of the day he did stand up for your crime. and michael is 1 point one another point i want to raise with you quickly. i mean, this was the landscape was automatically sits on teach watson to you. i mean, i watched presence lensky and going to his news conferences over the last 3 years, various countries around the world during the 1st year of the war. he didn't speak english or tools anyway, he didn't have good enough english. and when he gives a news conference, normally he answers questions in ukrainian when report is offs on in english. he was, he was after a disadvantage from from one wasn't the in that full match. yeah. for sure. and i think um, i watched him carefully over the years, he looked very tired and of course grew a very frustrated and of course he was ridiculed for not wearing a suit. well, that's kind of his, you know, a trademark of signature. so, you know, we see, come to think of it, we see the saddle, vice president alone most in the old little office dressed. i think very disrespectfully and sunglasses and baseball cap. kids running around. so the decorum of the oval office has followed a long time ago. under mr. trump and you know, the other thing does quickly, it's if my calculations are right, this is the 50th month of the trump both presidencies. and you would have thought that he would have learned that thing or 2 about diplomacy and you know, handling liter as well. but this was absolutely despicable in an embarrassment for america. yes. but scott, could you not put it the other way? trump spin around so long, we sort of know how trump looks. if soleski fell into a trap, should he not have seen it coming? and we have had the experience. and i know this is just on the style of the substance, but we have had the experience of all the leaders. we saw the french president, the manual macro, and the british prime minister kissed alma in recent days in the oval office. they were smiling, they were phoning, they were flattering king abdullah, so smiling stoically, even as trump said things, but he really strongly disagreed with should. so let's give take him the baked. well, like mike was watching the sky carefully. and i think the best thing to do is just analyze, why is the lensky responded? the way that he did and contrary to what plan. so this was have been very, very carefully planned between the europeans and ukrainians. the macro visit is connected to the star visit, which is connected to the launch control. because of the atte
scott scott. so they're saying it was planned bush glen, he's not the only person saying that 2 against one j events and trump, they planned this, they've been, they've planned to take on. so let's get in that way. do you agree with that assessment of why this went off the rails? well, the way they saw it was not the he was so southern schools 1st seem to be a yeah. to be disrespectful the way they see it. but i have to agree that what, what, how, how do i define like, like if it was really...

scott is scott's basically like i'm you know put some time into this i can put some time into it also to support people so like if member jackson like let's say for the prevention one and we want to figure out who who would be good people i would be happy to be a thought partner on thinking about what are kind of like existing groups of prevention providers that are like coalitions that already meet and the list of them and all that kind of stuff. so there's yeah so anyway that yeah but i in some i, i think having a separate role if we have someone willing to do it is great because then i think it kind of like expands our capacity yeah thank you member feedback any member president oh no no i'm just thinking about it and i also i'm thinking that each of us does have kind of a network of people that we can draw upon. so if there was a committee member just to kind of try to organize us in going forward with our communications and community outreach, i think that we could all be helpful and i'm i'm certainly willing to support if we have a liaison role to support where i can with comms and outreach. >> member haddix yeah i think that member frieden buck idea is a great plan a a member um did officer walton's suggestion is a great plan b if we can't if there's no one on the committee that can commit to the to the role and the amount of time it's going to take and i will just because i'm talking now i don't have the time to commit yet so i don't want to assume that anybody else here has that time. >> thank you. member haddix is there i guess so in terms of the question on reactivating is there a motion we've heard from the committee we just need a motion to reactivate this lease on role. >> well can one to winston hammett i have one more comment to make just because it's also how i would look at this role as the as a community outreach and and i do think even if we don't have a person to do it that you know it it's a need right so in in the committee we need to have that community input in all of the different communities. but one the comment that i wanted to make was and i i'm relatively new i don't i wasn't involved in the early days of these meetings but i do think that this effort that the city's undergoing to tackle homeless issues we need to bring people along. we need to bring the city along so while we hear from people who do not have a voice often in our deliberations, the homeless, the people who need this this work to be done well ,we also need to i'm very interested in this also bringing actual neighborhood communities and the people who fund these programs along with us because that's how we're going to be successful is to make people understand why you know, the humanity in this work and what it's what it's moving for. >> so that's something i wanted to bring to this committee is really to make sure we're communicating to the people of san francisco and the people who are paying for these services what the needs are as well. you know, just so i just wanted to make that comment. thank you. remember preston just want to make a statement that even if we re-activate the role and there's no one to take it, that's fine. >> we can say oh and that's true. and you know and then at some point folks can decide to, you know, change your mind. >> but it's just really about the role, the importance of this. i think it's an important important role and would definitely support to reactivate it even if we don't have a member willing to step into it at this time i'd like to make that motion. i'll make a motion to reactivate the community liaison community impact liaison role. >> thank you member moved by member freedom but is there a second i second it seconded by a member preston we have to go to public comment yes members of the public who wish to provide public comment in person please line up at the podium now members of the public who wish to provide public comment over the phone please refer to the instructions posted at s-curve slash o c o h wait until the system indicates you have been unmuted and you may begin your comments. each person will have two minutes to speak. we will begin with in-person public comment followed by public comment over the phone. hello again committee. i'm michael taylor. i have just the briefest concerns i'd like to raise about inbox involvement in these listening groups given my experience and reporting abuse to her within the programs that she will be doing these listening groups in and my concerns that current members and people in these programs will report other abuse to her and it won't be reported to the authorities. i want to make sure that there's a policy put in place so that if that sort of thing is reported to these people going around doing the listening groups that this committee knows how to properly report that abuse. >> thank you. thank you. i just want to clarify that i had in this situation said that i heard a rumor that there was a cover up. i don't have any firsthand knowledge. i did call the police after this gentleman came to my office and let the the he police station know this. they told me that because i didn't have any direct knowledge i couldn't do anything in that and that people who did experience this needed to file police reports for action so i this particular contractor did lose their funding. i don't know directly why like i said, i heard a rumor and it's really unfortunate and i'm really sorry that that you went through this, michael, but i don't think it's fair for you to target me so so sorry we're going to we can't have this dialog during the meeting so thank you so much for your public comment. raise quickly sir. thank you for your public comment. we're going to end this this comments we have to end that. all right. so is there any other in-person public comment? okay. thank you, chair williams so this concludes in-person public comment and for the record we do not have any additional over the phone public comments. >> this concludes the public comment section of this agenda item. okay. thank you. thank you everyone. so at this time we have a motion that's been moved and seconded and we're going to go to a roll call vote and this is to reactivate the community impact. >> please roll. thank you vice chair d'antonio yes. member freedom book yes. member haddix yes. member jackson yes. member preston yes. member shifrin yes. member martinez absent member walton yes. >> chair williams yes. thank you. the motion passes. >> all right. so the community impact is on roll has been reactivated. >> is there any nominations for the roll at this time i'll nominate member jackson well second, do you accept the nomination member jackson no. oh dear. of course i was separated. >> i just asked that so walk with me through this. >> you know next couple of months is big for myself but i'm a team player, man. >> so call the play and i'll run it. all right. >> so we'll go to public comment. can members of the public who wish to provide public comment in person please line up at the podium now. members of the public who wish would provide public comment over the phone please refer to the instructions posted at s.f. dot gov slash otoh wait until the system indicates you have been unmuted and you may begin your comments. each person will have two minutes to speak. we will begin with in-person public comment followed by public comment over the phone. for the record there are no in person or over the phone public comments. this concludes the public comments section. thank you chair williams and just everyone in the committee and we haven't really fleshed out what this person is going to do so just wanted to raise that later in today's meeting you're going to hear about the budget process. so if you all would like for this liaison role to play a role in the budget process, that's probably worth figuring out. thank you. thank you so much. so we'll now move to a roll call vote and the community and pac liaison role and thank you for williams and just for the record may we so it was moved by vice chair dantonio i second seconded by member frieden thank you. all right moving on to our vote. vice chair dantonio yes. >> member freedom book yes. member haddix yes. member jackson yes. member preston yes. member shifrin yes. member martinis absent member walton yes. >> chair williams yes. >> so congratulations glen for jackson and thank you and thank you for each thank you important role. thank you so much everyone. so we'll now move to our officer elections and the way the process will go is that we're going to take public comment for the entire item. we will take nominations for all three roles once we get all those nominations collected will then go to a vote. so is there any public comment on officer elections? >> we'll just start there. we should have discussion. you want to go before? yeah. >> do you want to go to the nominations first? yeah, we can have the committee discuss. >> okay and we'll do public comment. awesome. all right. so let's start with committee discussion. is there any discussion on the rules? i would like to nominate the current chair and vice chair to continue in their roles if they're willing to do that. >> so vice chair dantonio yes. second accept and i'll accept as well. is there any nominations for data officer i'd like to nominate two current data officers got walton to continue in his role and i second do you accept data officer walton yes. yes. all right. all right. so we have nominations. is there any additional nominations before we go to public comment? all right. seeing none we'll go to public comment. thank you. members of the public who wish to provide public comment in person, please line up at the podium now. members of the public who wish to provide public comment over the phone please refer to the instructions posted at jeffco slash o c o h wait until the system indicates you have been unmuted and you may begin your comments. each person will have two minutes to speak. we will begin with in-person public comment followed by public comment over the phone. for the record there are no in-person and or over the phone public comments. this concludes the public comment section for this agenda item. >> okay. thank you. all right. so we'll now move to a roll call vote on all three the chair, vice chair and eight officer um maybe just get one clarifying motion for all of yes. yeah. i move to nominate scott walton as data officer chair williams to continue as chair and vice chair dantonio to continue as vice chair. >> all right is there a second second seconded? it's also been moved by member haddix and seconded by member frieden back we don't need to take public comment on this so move to a roll call vote on the motion. >> thank you. vice chair dantonio yes. member of freedom buck yes. member haddix yes. member jackson yes. member preston yes. member shifrin yes. member martinez absent member walton yes. chair williams yes. >> thank you. all right. so we have a full slate of officers as well as liaison's. this is great. yeah. i just want us to just appreciate the officers for stepping up and doing this and all the fabulous work you've already been doing. so each of you are really contributing and i think it's like a a really beautifully balanced team. >> so very nice. thank you guys. wonderful. it's so great to see this. all right. with that we're going to move to item six and a goals a

scott jennings. good to see both of you on this sunday evening. scott, i want to start with you kind of where kevin left off there with some of this new polling. and look, he's at 48%. that is, to be fair, higher than where he was in 2017 when he made his first address to a joint session of congress. but what i'm kind of struck by is he so many people are concerned about the economy. it was the leading issue that they thought he would bring down prices. cbs's new poll shows 66% of people don't think he's doing enough tgho lower prices. it wa similar in the cnn polling. how can he turn that around? >> well. >> number one. >> i think his job approval overall is actually pretty good. when you look at where joe biden left office and you look at where congressional democrats are and the quinnipiac survey last week, they were sitting at 21% approval. so as a matter of public opinion, donald trump is more popular than any democrat in the country right now. on his priorities, i do think he needs to focus in the speech on tuesday on exactly what his executive orders did on the economy and what he is doing with that congress on this reconciliation bill. you know, they have not really passed his one big, beautiful bill yet, which is going to contain all of his legislative priorities from extending the tax cuts to major changes in our national energy policy, which i think is actually the fastest way he can bring down prices. so i am expecting, jessica, a big portion of this speech to be telling those republicans, you got to come with me and we've got to pass this agenda together. one other thing. immigration is going quite well for donald trump. his taking office has effectively closed the border. i would also expect on tuesday to him focus on that major success. i mean, we're having barely any border encounters at all now because people are not coming here because we have a new president who is quite serious about eliminating illegal immigration. but yes, tuesday night, a lot of economy talk, maybe a lot of talk about what kind of shape the economy was in when he took over. and, you know, he has only been, you know, a few weeks since he took office. so maybe asking for a little dispensation for the american people to unravel a mess that joe biden left behind. >> and so she i just want to get your thoughts on that as well. from a democratic perspective. >> absolutely. and i disagree. with scott. there is normally a honeymoon period for presidents, and we are in the first 100 days of donald trump's presidency. and americans already do not believe that he has the right priorities. and so i agree with scott that i think americans do want to hear about the economy. what is he going to do to lower costs? he promised that he would lower costs. he promised that he would lower interest rates. he promised that he would end the war in ukraine. he made all of these promises and hasn't delivered. and so what democrats should be doing is they should be focusing on those things, the things that americans care about. republicans are not addressing those issues with the american people. so the democrats should be talking to the american voter about how donald trump has not delivered on these key issues. and instead, we are heading towards a potential government shutdown that will only hurt the american people. >> it's amazing to me, by the way, we're having this debate because joe biden was

scott saying as being the beneficiary of the united states? >> well, i can't believe i'm about to say this, but i actually agree with scott. and everything that he said was basically right. wow. i know i'm going to get killed on social media for admitting that, but so be it. and the fact is that it doesn't matter whether vice president vance planned it or just took the opportunity to bait zelenskyy, zelenskyy took the bait. okay. and he shouldn't have. he made a mistake because as bizarre and. horrible that it is that matters of life and death are are decided now on the basis of whether or not president trump likes you and whether or not you're willing to pretend that president trump knows what he's talking about, or he doesn't know what he's talking about. that's where we are. and zelenskyy knew that going in, and people told him that going in. just get through the meeting and reestablish u.s. ukraine relations on a strong footing. that's all you have to do. >> but even if that meant. >> vance wants to mess with. >> that, even if that meant even if that meant that he had to not acknowledge that his country was invaded, that he had to suggest that the that his people somehow, although trump did talk about them being brave. et cetera. that he had to present a weakness in front of the camera, even in front of his entire country and the world. know that was enough for you. >> no, it's not. it's not good. i'm not saying that's a healthy way to run u.s. foreign policy. i'm just saying that every world leader knows when you're in that room with trump, when the cameras are on, you just say, sure, whatever you say is fine, and then you work it out later, okay? and that's what the king of jordan did. you didn't see when president trump told the king of jordan that all the palestinians were going to leave gaza, the king of jordan was just like, all right, fine, you know, whatever. we'll deal with it later, because obviously that's the right thing to do. now, the problem here is that for the ukraine issue, the villainization of zelenskyy has become such a matter of like ideology on the maga right that, of course, jd vance is going to try to take any opportunity to paint j. zelenskyy as a villain and zelenskyy fell for it. fell for it. he fell into jd vance's trap. and and i don't know if it was premeditated. it doesn't really matter. jd vance is trying to kill ukraine. he's been trying to kill ukraine. aid along with tucker and don jr., and a large part of the trump administration, but not all of it. and he's fighting a faction inside the trump administration that is actually trying to help ukraine. and that faction is losing. the jd faction is winning. and zelenskyy played into that unwittingly, probably. but it really has tragic consequences because now president trump believes that zelenskyy is the problem and not putin, which is not actually true. >> well, that seems as though putin. >> is the problem. >> but if, if if it was a preconceived and a foregone conclusion based on what you're talking about, that was that was there then in many respects, what would you have him do? he was supposed to do what would have been the ideal scenario and still maintain his integrity on behalf, again, on behalf of the people of this country who are looking to the president of ukraine to say, we are fighting, we need to have our pride. and by the way, we've been invaded by someone who thinks nothing of us. should he have just gone in and said, swallowed hard and just kept going? that would have been the ideal to you? >> yes. let me address one thing. i don't think it was premeditated. i don't know, i think zelenskyy misplayed it in the room. and you can and we could disagree about jd vance's position on it or agree on it. but either way, zelenskyy certainly had been briefed on what the right way to handle this was, and all he had to do was walk in there and say, thank you. i'm really grateful to be here. we want to be partners with the united states. we're grateful for your leadership. where's the papers and what are we having for lunch? that's all he had to do. and look, the posturing doesn't have to occur. now, if if he is serious about wanting peace and ending this war. you don't have to keep posturing as a tough guy. everybody knows you're tough. all right? the ukrainians are tough. they're brave. they're fighting a much larger country. everybody knows the question for zelenskyy is can you take off the military uniform and put on the uniform of diplomacy? he failed the test today. >> but his larger point, though, with respect to with respect to the vice president, jd vance, i understood his questioning of diplomacy to mean what kind of guarantees are you going to give? because there has been in the past, putin has made statements that suggest that he will follow through on something, and he has not. so that was his point. >> a short answer on this. and so the short answer is the trump administration believes that if ukraine goes into business with the united states, that in and of itself is a security guarantee. if if your interests become our interests, we're going to be interested in making sure our interests are secure. so it would have been wise for him to understand the economic deal. the mineral deal is a security guarantee in and of itself. and he lost sight of that today in the argument. the big picture here was lost because of an argument in the oval office, and that was a total misplay. >> i would just say that that's a shakedown. okay. and his point was that if you're going to shake me down, i want the protection that the shakedown comes with. and trump was like, no, you can't have the protection. so no, it's not security unless we say it's a security deal. but that shouldn't have been litigated in front of the cameras. and that's a problem for another day. but no, we should be clear. >> but doesn't he want i mean, zelenskyy's right, but doesn't doesn't the president zelenskyy wouldn't he have. and just in negotiations, if everything is done behind closed doors and as opposed to saying in front of a camera, there is zero accountability to be able to reference, it's just a he said he said scenario. so didn't he want it in front of the camera in part to say, you're telling me what you're describing, scott, as in the mineral deal, is enough to say you messed with us and our interest. putin got a problem with the united states, then say that on camera in that moment. isn't that what his goal was to say? get it on camera? >> and i think zelenskyy is right. b zelenskyy is righteous and c he failed to read the room and he did his own cause a disservice by losing trump, which is not the way that you get american foreign policy on your side these days, right or wrong. so the system is not great. you have to pretend trump knows what he's talking about to get what you want. but zelenskyy didn't even do that. so now we're where we are. >> final point you're suggesting that he should have walked into the oval office and and boxed in the president of the united states on camera. i mean, look, he's not in a position to do that. >> he said. >> as much and. >> said as much. >> and and i heard marco rubio, our secretary of state, say on our air tonight, i believe that the economic deal is in and of it
