lottery will be recognized by our colleague from district 8, supervisors got wiener -- supervisor scott wiener. supervisor wiener: thank you. before i get to my honor, i would like to second supervisor elsbernd's nomination. no one works harder and expects less credit, so, mary, congratulations. today, it is my pleasure to honor gordon chen, the executive director of the chinatown community development center, one of district 8's most distinguished residents. slightly more distinguished than another distinguished district 8 president, ccdc's deputy director. gordon, as you know, is the founding executive director of ccdc. founded almost 35 years ago. it brings together community organizing, affordable housing, development, property management, and neighborhood planning, all under one roof. during gordon's tenure, which will -- i do not want to say come to an end, but will transition to a different days later this year, ccdc has built or rehabilitated over 2300 units of affordable housing. this is one of the most important and successful community organizations in that city. many of us know gor

meeting, here in city hall, at the board of supervisors land use committee, the hearing called by scott wiener, regarding the hpc preservation survey, among other things. the directors spoke, and number of department heads. i thought it was a very good meeting. i did leave before all of the public folks, or i probably would have been there for another three hours, at least. obviously, the item is continued, but i think it aired a number of questions people had, and number of viewpoints people had regarding that. the safeway at la paylaya has been under planning for four years, reconstruction, enlargement of 50%. they have a huge lot. the planning department told them that they are going to not let them go ahead unless they incorporate housing. i was able to see the now fourth iteration, 3rd architect. this one seems to be getting it right. they are doing a tremendous amount of interactive work with the neighborhood, and that bodes well for the project. it is just very interesting to see how a major business organization can actually interact with the neighborhood. also out in that neighborhood

i was joined for this event by commissioners scott wiener and david comps on who also represent us on the m.t.c. we also have representatives from the mayor's office, housing and land use as well as management staff. we had a wagering of discussion about the direction of this planning effort for the bay area and had a chance to deliver a unified message. it was consist went discussions that took place at our own transportation authority board meetings. the amount of growth targeted would require major investments in transportation infrastructure and the region will have to make those commitments to san francisco. if the city is to commit to absorbing that growth and if the development of alternative development should be accompanied by discussion and how the funds are likely to be distributed to transportation projects. in other words we signal the city's willing tons accommodate growth would be shaped by the region's willingness to reward us and other jurisdictions that do the right thing and that they should come in the form of more money to san francisco. this is a groundbreaking e

i want to thank supervisor scott wiener. you identified what we could have. and the the the mta is going to be a very big challenge for anyone that serves on that. it will be one of those years of service that are very sacrificing for all of us. i know all of you love the city in some anyways had to reflect very strongly what i feel the city needs. with that, i also want to thank our rules committee of the board of supervisors for making it a very smooth the appointment process. supervisors kim, elsbernd and farrell have worked with me on the rules committee to make sure that the appointees are transferred -- the transition to correctly. had received by unanimous vote of confidence that is very reflective of how we are administering government here. and the closeness with the board of supervisors. with that, please stand and we will take the oath and if you could raise your right hand and repeat after me, we will go through every one of your names and we will say that the commission you will be serving on that will go through that as well. scott wiener and members of the mta board were also at the event which marks the culmination of a four-year process to bring real time parking information to san francisco. it was a great event recognized by the press around country as a major milestone in terms of how technology can structure solutions for common urban problems like finding curbside parking. the entire demonstration was funded with $20 million of urban partnership money which this authority was able to obtain from the federal government in 2007 as part of the negotiations over the funding plan for doral drive, now presidio parkway, which at the time included a proposal. the proposal was a forward- looking idea and this is a forward-looking program, which is now on the run for san franciscans to use on a daily basis to help us perfect. in a few months, there will also be very impressed and components to the program. congratulations to our mta for getting the project on the ground after four years of development, and to this authority, for having the program funding at a time when the local jurisdiction in the country would

regardless, i do look up to scott wiener. the parts i go to, the libraries that i go to are largely in district 8. the department of public works has two main areas of responsibility. one is the design, construction, and repair of police and fire stations, hospitals. that work is largely -- the work we do is largely capital-funded, thanks to the generosity of the voters and past elections in supporting general obligation bonds. we actually have a lot of good work going on. we are opening several libraries this year. we have a week -- we got the second parts bond past eight years ago. we finished laguna honda hospital. we are now building a new police quarters in mission bay and renovating more than a dozen fire stations around the city. good news on the capital front. the other area of responsibility for the department of public works is the design, construction, repair, maintenance regulation of the public rights of way, namely the streets and sidewalks of the city. the picture is not as good. in terms of the capital side st

i also want to thank my colleague scott wiener, who has been a tremendous advocate for transportation. this measure is about safety. it is about the safety of our drivers, pedestrians, cyclists, safety of our seniors and disabled. we need to get this done. we cannot delay this anymore. if we do, it is estimated our costs over the next five years will quadruple if we do not address the pot holes on our streets. as the mayor said, this is a measure that will not increase property tax rates over 2006. it has strong accountability measures, so we know every penny will be well spent, and it is something that will create 1600 jobs for people who desperately need them right now. i want to thank all of the workers who i know will be part of this team getting it done. i want to thank my colleagues who are here, supervisor mar, supervisor mirkarimi. i look forward to moving this forward and working with public to make sure that we have smooth, beautiful roads, for years to come. thank you very much.
