>commissioner miguel: it requires up to three. >> scott wiener changes, in particular, i am concerned about the 66% as well as who is doing the voting. this is a 2: 1 majority, and it has been a very high bar that is almost impossible in most circumstances. the other thing is, why only property owners? as has been pointed out by commissioner martinas, which a joint property owners? and what about foreign property owners? and why only property owners? that seems very anti-democratic. i like the library is a slogan, free and equal access to. it goes on with a number of things at the library provides. it doesn't say only property owners can come here because only property owners pay taxes. it doesn't say only property owners get to vote or speak at commission meetings, and i think that is something that is very problematic in this city and in a system that is supposed to be democratic. i also think there are other weakening provisions that should not go through. there is reason to think that the historic preservation standards are not sufficiently strong rather than should be weakened. >

my name is eric mar, and we also have scott wiener and malia cohen, and we also have with us today supervisor chiu. hopefully we can finish this first item within the hour. if not, we will have the -- before we start on the first item, supervisor wiener had some comments. supervisor wiener: as the chairman indicated, we will be starting at 2:00. if you are here for that, you could come back. supervisor mar: so ms. miller, item number one, and president chiu is the chair. supervisor chiu: thank you. as i think many of you know, are waterfront holds a special place in the city. from the 1960's to the embarcadero freeway, we have had many battles. early next year, we will vote on another controversial project. this entails 145 luxury condominiums, which can only be built if the board decides to increase the 84-foot height to limit on that side to 136 feet. this would be the first high increase on the northern waterfront in almost 50 years. as you can imagine, this proposal has generated significant debate, as well as along the city. as i heard more about this, i had growing concerns about it. th

we're here with supervisors got scott wiener. he started his first term this january. we are going to get to know him and talk about the issues facing the city. welcome. thank you for joining us today. tell us about your background, where you grew up, went to school, and what kind of jobs to have had. >> i grew up in the philadelphia area, in new jersey. i went to school up and down the east coast. i went to undergrad at duke university. i went to law school at harvard. after clerking for a judge, i came out here in 1997. i have been here for the last 14 years. i have always lived in the castro. i am an attorney. i started out in private practice. i settle private law firm during complex commercial litigation. in 2002, and moved over to the sentences the city attorney's office where i worked on the trial team doing trials for the city, handling my own cases, and supervising a team of attorneys as well. >> why did you choose to live in san francisco? >> i always assumed i would go back to the philadelphia area since that is where my family is. i was always interested in

"i am not in town while we do -- while we are in recess, but i am here in spirit. the sooner that we recognize in a brace the fact that night life is key to the city, policy makers to often viewed this as challenges to deal with, focusing on violence, drunken behavior, and the like. it is one of the things that makes san francisco unique and defines us. without these unique abilities to enjoy ourselves, it would not be san francisco. understanding and embracing this has been a priority for me as a member of the board of supervisors. engaging in the study of the economic impact as an entertainment and lite light industry, this study, which i anticipate will be completed later this year, will be providing a key policy tool. no longer will we be unduly focused on the negative. instead we will see the negative and the positive. i look
