scott wiener, of course, as well. for some time now, as mayor of the city, interim and elected, these two supervisors have been talking to me about the support we need to give to our small businesses. i know much of my leadership so far has been around our technology companies, and that is great. as you know, we were down even further on the unemployment rate, due in large part, to the hiring that our technology companies are giving us. we are at 7.6% unemployment, and that is fantastic, but we have always made a strong support to our local small businesses. that is why i have been working closely with the small business commission. i know the directors and commissioners here today, in concert with our supervisors, we wanted to announce, as jennifer indicated, a real enhancement. i would like to establish another $5 million in small- business loan programs. we need some immediate help. the very successful rebel and bond loan program and our office has been administering with working solutions for the past two years ha

i am scott wiener, the vice chair. power chair is out sick today. -- our chair is out sick today. >> we have a quorum. >> thank you. >> item two, reprogram 4.8 million in the congestion management agency block grant funds from the department of public works at the st. streetscape project to the cesar chavez streetscape project. this is an action item. >> at our last meeting, this item did come before us. there was some questions and further discussions that needed to happen, so we continue the item and scheduled this to consider this item. i will ask the director if they would like to make any introductory remarks. >> first of all, i want to thank my colleagues for this special meeting. i think that we often spend our lives sitting in meeting spent -- sitting in meetings. this was put on the emergency calendar and it did not go through budget or the appropriate committee as most of our items usually do. i know that i took up quite a bit of time with some comments and questions about a loss of funding. i do appreciate t

i also want to think board president david chiu and scott wiener for your of leadership, as well, the board of supervisors, for continuing to part by small business needs. two years ago, working solutions was chosen to administer the city's role of the loan fund and we have successfully lent out those dollars. $665,000 lent out to 27 businesses. the result is 16 new businesses were created and 11 existing businesses were expanded. 74 jobs were created, and even five of these businesses went on to later graduate and be able to get some bank financing totaling $500,000 combined. we are so thrilled to hear about the recapitalization of the loan fund, with $1.5 million. this is such a thrill for us because working solutions is all about getting access to capital to the businesses that need it the most, so they can create jobs and thrive. we are excited to build on the momentum we built over the last two years for this loan fund. wells fargo, i want to knowledge. we have a partner with them for over 12 years. it is so exciting to have to be an investor in this fund and setting aside funds

appropriate that we launched this bond program in his district, supervisors got leaner -- supervisors go scott wiener>> i want to welcome you to the oldest neighborhood in san francisco. i am proud to represent it. it is about to get new road surfacing. i am very excited about that. 17th street is a major thoroughfare for cars and bikes connecting the castro close to san francisco general hospital. it is a very appropriate place to start. when we went in to the campaign , i was proud to work with a great team to pass it. there were a lot of people who said to me to go for it but it will never pass in 100 years. sometimes we failed to get it on the ballot. in 25 years, two different bonds have failed. that is not just in san francisco but throughout the bay area. it has been a very hard thing to do a hard sell. the people of san francisco understand that we as the country have failed in maintaining our infrastructure and investing in that. we see the consequences of that with bridges and public transportation and roads. people are beginning to understand that we have to invest in our infrastructure. o

let me begin by thanking my colleagues at it, supervisor scott wiener and supervisor christina olive new -- olague, who have helped. this is a very important issue, and i want to thank everyone for taking time out of your busy schedules to be here with us. i think it is a testament to how engaged not only the lgbt community, the entire san francisco community is, and i am very proud of that. there are about 25,000 lgbt people who are 65 years or older. live in san francisco. in fact, given the baby boomer generation, that generation is aging, and we know that number will continue to increase. this is often a population, lgbt seniors, who, frankly, and i say this as an lgbt man, we do not get -- i know it has taken some time perhaps to get the attention this issue deserves, but the reason why i am so proud that we are here is because we have the lgbt members of the board of supervisors working together to make sure that we shed light on this important issue. and i'm very proud to have been able to work with supervisor wiener, who has taken a very key leadership role in this. and, of c

we're here with supervisors got scott wiener. he started his first term this january. we are going to get to know him and talk about the issues facing the city. welcome. thank you for joining us today. tell us about your background, where you grew up, went to school, and what kind of jobs to have had. >> i grew up in the philadelphia area, in new jersey. i went to school up and down the east coast. i went to undergrad at duke university. i went to law school at harvard. after clerking for a judge, i came out here in 1997. i have been here for the last 14 years. i have always lived in the castro. i am an attorney. i started out in private practice. i settle private law firm during complex commercial litigation. in 2002, and moved over to the sentences the city attorney's office where i worked on the trial team doing trials for the city, handling my own cases, and supervising a team of attorneys as well. >> why did you choose to live in san francisco? >> i always assumed i would go back to the philadelphia area since that is where my family is. i was always interested in

"i am not in town while we do -- while we are in recess, but i am here in spirit. the sooner that we recognize in a brace the fact that night life is key to the city, policy makers to often viewed this as challenges to deal with, focusing on violence, drunken behavior, and the like. it is one of the things that makes san francisco unique and defines us. without these unique abilities to enjoy ourselves, it would not be san francisco. understanding and embracing this has been a priority for me as a member of the board of supervisors. engaging in the study of the economic impact as an entertainment and lite light industry, this study, which i anticipate will be completed later this year, will be providing a key policy tool. no longer will we be unduly focused on the negative. instead we will see the negative and the positive. i look

elected officials like scott wiener and david campos also attended a very large community meeting att. james' church with us. there were approximately 300-400 residents, concerned citizens, saying that they were scared. we want to help you, what can we do to assist you? it was very encouraging, it was a delight to work with these individuals. the bonds that were made just in the neighborhood, and neighbors getting to know neighbors during this incident, it will probably last a lifetime. we wanted to ensure that during this investigation that there would be no additional attacks, no additional crimes committed like this. obviously, we had that area highly patrolled by uniformed and plain-clothes units at all times. we had to ensure the safety of the victim during this period the particular suspect was . the suspect was arraigned and convicted on several counts of assault and robbery. we utilized svthe svu to bring a very violent sexual predator into custody. we have an excellent working model for these types of cases. our third phase for the svu development, we want to continue to dev

i personally went and spoke to scott wiener, the supervisor. i spoke to olsen lee who had moved to the head of the mayor's office of housing. not knowing what was coming, i spoke at witchcraft with christina olague who was the president of the commission at the time. perhaps wrongly i thought the one most interested in affordable housing in the mission. it was only getting -- after getting the positive not from the sources that we applied for this modification and came back to you for the commission. can i have continued that the outreach within the last 24 hours. i have had three discussions with olsen lee. i sent him an e-mail and committed we would pay the affordable housing fee which is 1 million within 90 days. without deferral. he was interested in the money. he has a use for the money which is booker t. but you should be aware there are 100% other housing projects awaiting funding. thus both come to me from olsen lee. they do need money. i'm available to answer questions. that is our request. with this change not only will we pay the fee

of course, supervisor scott wiener. thank you for being here. supervisor wiener: thank you. i am really excited about what we are doing. what i want to really stress is the critical importance of focusing on moderate and middle- income housing and making sure it does not get lost in the shuffle. we do a lot in this city on affordable housing, and we talk about workforce housing, moderate income housing, middle- income housing a lot. to be perfectly honest, we do not always put our money where our mouth is, and of course, we need to do more and more on low- income housing, but we have, i think, in the past, sort of but moderate middle-income housing to the side and not really move forward in a substantive way on that. it going through this process, i intend to hold our city accountable to making sure we are actually taking care of our middle income residents and families in this city because we are in danger of falling out our middle-class in this city, and indeed to prevent that from happening. i intend to work closely with the mayor, my colleagues, and the mayor's office of
