host: we think scott wong does a good job as well. a story that got a decent amount of attention that was not on the floor of the house that in one of the house office buildings, jamaal bowman under investigation for pulling the fire alarm as mccarthy compares it to january 6. can you explain what happened? guest: mccarthy called this last-minute vote to pass the cr to fund the government. it caught democrats by surprise. the democrats called an emergency caucus meeting, which means they simply wanted to meet to discuss what their plan of action was. this was happening as some democrats were saying "i think i am going to vote for this." there were a number of procedural delay tactics the democrats employed in order to buy more time so they could read the bill, make sure there were no poison pills secretly inserted into this. at that time a fire alarm started going off around the capitol complex. we later learned that it was a fire alarm that was pulled by congressman jamaal bowman, a progressive democrat from new york. there is video

scott wong of nbc news joining us from capitol hill. we just heard that caller say republicans need to get in lockstep. what are the chances of that happening today? guest: well, as you saw on the house floor just a few minutes ago, they are anything but in lockstep. you were reading some tweets from olivia beavers and myself, very similar reporting. i just spoke to a jim jordan backer downstairs. just a few minutes ago. who said that they know personally five to six members, republicans, who had just cast their ballot for jim jordan, but on the second ballot now will vote for somebody else. that does not bode well for jim jordan. he wants to shrink the number of defectors. instead there's a possibility we could see the number of defections, which stands now at 20, really start to grow and balloon. and at that point, it really would be over for jim jordan. perhaps that's a reason why, instead of going right to the second ballot, that he is regrouping. huddling with his team. his whip operation. we saw him consorting with former speaker

speaker pro tem, one key member just left the republican meeting, and speaking to my colleague scott wong said reading the room, i think this thing is dead. the thing is the empowering mchenry bid. it was never going to be easy to sell this among republicans. it's not clear that this is 100% nail in the coffin on capitol hill. democrats are waiting to see language on a resolution before they say they're going to vote for this. many republicans have come out and said what the tone and tenor of the tweets were that you mentioned. also some are concerned about the precedent it sets like congressman mike gallagher. listen to what he told us. >> i still have concerns about the constitutional precedent as well as i would say the practical effect, you know. i worry that it might inflame tensions. i think it is sincere. i had a long talk with david joyce. i worry that it might exacerbate the divide we see in the caucus right now. >> reporter: you hear gallagher saying it might further exacerbate the divides within the conference. i'm not sure how that could happen. just to be sure how we're getti

scott wong, what can you tell us from your reporting about where the vote stands for speaker? scott: good morning, greta. just an incredible moment in our american politics here. a moment of uncertainty. a moment of chaos on capitol hill with no real speaker of the house. in fact, seeing those images of mccarthy, we, in fact, have three speakers of the house, patrick mchenry, serving as interim, speaker mccarthy, who still is speaking to reporters and acting like a speaker, with his security detail roaming the capitol. and of course the speaker nominee from the republican, steve scalise, who is still the majority leader, the number two republican at the moment. working to get to that magic number as you mentioned of 217. nbc's analysis has more than a dozen no votes for steve scalise to be speaker. that is a big problem for him because he can lose no more than four republicans given that they have such a narrow, narrow majority. and democrats will all rally behind their leader, hakeem jeffries of new york. when you talk to some of these members who are in the no column, their r
