like the phillipines, united states, australia, japan and taking coordinated operations to dedicate our role and freedom of navigation in the south china sea. the next challenge is to operationallize coordination among our allies and partners. that is going to be critical. when it takes course of action and international law, we are going to demonstrate that we are willing to take up the tempo of things. and we also are going to need to support the phillipines and other south china sea claimants and use the tools available to them to settle dispute between them and reduce africa -- friction. so this is a really tough area for potential conflict management and requires an incredible amount of focus but i think if we are able to build upon this work, we have the tools we need. >> we see the pressure magnified and amplified primarily in the phillipines. but the truth is that china's activities extend beyond that victor, in around indonesia, malaysia, thailand and vietnam. they each have different strategies and what we have tried to do is do what we can to make sure countries are on the same page. china's determination is to try and cut its o
