seawall 332 does not provide that scale. the question comes up what do we do about our moderate or middle income housing needs in san francisco and we advocate for them tremendously. you heard the programs and this mayor has made a very strong commitment to increase flexibility for those needs. again, the one thing we need most often is first time home ownership, how do i get into first time home ownership. we already two years ago doubled the down payment assistance program, we have a $30 million down payment assistance program including special assistance for teachers and first responders. down payment assistance is a core programmatic goal. we also heard staff talking about increasing incentives from market rate developers private developers, who can build at that middle income scale. the community has to advocate for those things to happen in the same way we advocate for low income housing needs, the community has to advocate for these kind of resources for middle income housing needs and that's where we think you should

two quick things to report, commissioners, one is that the pop up, the public space at seawall lot 337 across from the ballpark is rapidly rising from the pavement and there was some happened to catch an interview on kcbs today and i happened to get a good look at it and it's looking great. so that is under construction and should be open in time for opening day, which is fast approaching. also sunday, march the 8th, which is coming up before our next meeting, is the kick off of the city sunday streets program. it kicks off, as you know, at the embarcadero so that will be sunday, march the 8th along the length of the embarcadero. and then lastly i wanted to mention some news about one of our long, long-term tenants, frank sabella: frank sabella was born in 1912, one of 12 children born on francisco street right across from the port, to his parents and he had long been the owner of sabella and latora restaurant on fisherman's wharf. they serve lunch and dinner and also has a crab stand that sells calimari, among other things. he was born in 1927 right in the roaring 20's period and fran

and the seawall study would be $1 million. you previously approved $500,000 for this project. we are currently underway with it in fiscal year 14-15. this funding will get it through the full initial stage of assessing the seawall and marginal works. finally, there's an environmental investigation currently underway at pier 39. this additional funding would enable a follow-up study that we expect to need to do through the request of the regional water quality control board. so these charts are being revisited from the 5 year financial plan because i want you to be able to see that the proposed projects help support the port's financial position. it was in the high scenario that we included the additional revenue that would be generated from the back lands project and some pier 23 leasing, and this chart helps show the additional revenue from those projects in the 5 year window would be just over 7 million dollars. so i'm requesting today to increase the port's capital budget for fiscal year 15-16 by 19.4 million dollars for a total of 32.2 million, which is really quite a larg
