it was approximately a month ago that secretary kathleen sebelius said the u.s. department of health and human services announced the creation of this new federal agency, and that is the administration for community living. and in her words, she said "for too long, too many americans have faced the a possible choice between moving to an institution or living at home without the long-term services and support they need." so this new administration for community living will be to helping people with disabilities, as well as seniors, to live a productive, satisfying lives. now, as you may be aware, the aging and disability population has been recognized actually at the local and state levels for quite some time now. so the mechanisms for providing support that facility community living have been really brought together into local and state agencies such as the san francisco departments the of aging and adult services that serves those populations since the year 2000. yet, at the federal level, policy developments from a community outreach, and program implementation

>> i'd say they better read what secretary sebelius said in her order. i carry the welfare reform bill in virginia back in 1995 and the next year, of course, bill clinton and speaker gingrich got together and together something similar to what virginia and wisconsin had. work was the essence of that, judy. the way i read secretary sebelius' guidance is there were going to be waivers that could be granted to the states that would actually allow other experiences other than work to fulfill that requirement. i think that undermines the entire intent of welfare reform for all the reasons that i think are well known. i know that they're back checking and saying that's not really what we meant. the republican governors that asked for the waivers were saying we wanted flexibility not to under mine the work requirements. so i think there's a fair policy dispute about what they meant. if they're saying now they're not going to do it, then good >> woodruff: they're saying what they meant, what it is, is a minimum requirement of work. it's not at all what the repub

when health and human services secretary kathleen sebelius announced in january that insurance plansver preventative services for women, including birth control, as of today, suddenly in the year 2012, virtually the whole republican party started fighting against access to birth control like they were defending hickem field in hindsight. the republicans spent about a month in february inveighing against access to birth control. which must have felt great to them, until they noticed stuff like the polling showing 40% of voters being less likely to vote for the republican presidential nominee because of his pledge to eliminate the new birth control benefit. maybe that was it. maybe it was whatever, but whatever it was, republicans had their sort of month of anti-birth control excitement months ago. but then they had kind of laid off the birth control fight for a while, until today. today, as the new birth control access rule goes into effect, as women are seeing the benefits of greater access to contraception, republicans are back. back to talking about birth control access as a threat

. >> let's listen to secretary sebelius on some of the other benefits that are coming. >> starting incompanies to deny someone coverage pause they're a breast cancer survivor or pregnant or a victim of domestic violence. and it will also be illegal, finally in america, to charge women more than men, just because they're women. in other words, being a woman will no longer be a pre-existing condition. >> it seems that's what mitch mcconnell doesn't want voters to find out. >> yeah, i think you're absolutely right. >> and going forward, do you anticipate that there will be more discoveries about what these benefits are around the country? i mean, one of the struggles, i think you had when you were in this initial argument about what's going on with the contraception coverage in this bill, is that people didn't understand the bill at all. >> right. >> and so they were actually discovering this contraception provision for the first time, because they really didn't have much of knowledge about what else was in it. >> i think that's right. and i think this is going to be a gradual process, b

things that promise to be effective and indeed they have to show that this is a letter that secretary sebelius wrote to congressman camp and senator hatch that they will aim to increase workplacement by 20% and the waivers would be rescinded. these are demonstration limited waivers. it's not destroying anything. >> woodruff: so we clearly have two completely different perspectives. >> yes, except that mr. edelman opposed the law to begin with and now he's happy with these changes because in fact they eliminate the law. >> i think the administration's trying to do something constructive here. the fact is that welfare is almost gone in this country. 26 states, fewer than 20% of children in poor families are receiving welfare. in the state of wisconsin there are less than 600 people in the entire ste. 4%foor children. what we should really be talking about is the fact that we have blown a huge hole in the safety net for low income people. there's 6 million people that who have only food stamps judy, as their income. that's what we should be talking about. >> woodruff: let's broaden this out and t

waiver authority is all about, but one of the requirements in the waiver possibility that secretary sebelius put forward is that you have to show that you're going to increase employment by 20%, or you don't get the waiver. so unless a state comes in and says that we have a strategy that's more efficient, that's more effective, and will actually put 20% more people into work than our current program, then you'll get the waiver authority. so it does what i think president clinton wanted it to do in 1996, which is to push the dignity of work and to try to get people into work. >> john, i have to ask you, what does former president clinton make of the romney campaign's attempts to sort of tie mitt romney to bill clinton's legacy? i mean, does he find that as outrageous as a lot of us do? >> well, you know, look, i think anytime that somebody wants to try to put on new democrat clothes, that's probably okay with him. but as long as they -- as long as they're dealing in reality. and i think when they use the record to factually distort what's really going on and to try to create a wedge where the
