i'm here to talk about elections security of the national security issue. i'm here to talk about things we have been doing in partnership and support of the state and local elections community to take and elevate the importance of your security of elections in the face of a national security challenge. this is something that we talked about a lot collectively over the last couple of years but let me just start with and take you backwards for a second. clearly, what we saw in the department of homeland security in the spring of 2016 what we saw working with the u.s. intelligence community, the fbi, other folks involved in national security. there was an elevated threat to your election system. in 2016 we were not fully aware of where the threat was coming from and what else was going on but we saw during that period there was an elevated threat to the election system. during the run up to the 2016 elections working with others and the intelligence community and the fbi worked hard to get out as much information as we could. that's when the partnership with t

but to secure our homeland, we need to significantly change our approach to border security and immigration. i was just at the national targeting center with the president and we discussed the challenges and propose solutions. as you may have seen, the president outlined a generous proposal last week and a framework to secure our borders. we are committed to securing our borders and ending the factors for illegal migrations that actually make trafficking easy. to begin with, we must secure the border. we need a border wall system. walls work. when i say walls system, i do not just say that infrastructure, but also the technology and personnel, and importantly, closing the legal loopholes that prevent my agents, who put their lives on the line every day, from being able to remove those that they apprehend at the border. we have proposed both technology, the infrastructure, personnel and the closing of the legal loopholes, that exploit our system and enable traffickers and smugglers to succeed. we seek a legislative solution to end these restrictions number and we ask for the mandatory detent

of security risk? >> well, not necessarily. it depends on the reason for not being granted a full permanent security clearance and we saw with someone like rob porter that that was a real and genuine question with potential risk because the fact that he'd had these spousal abuse allegations going back not only does it go to character, which is relevant in these background checks but it also goes to a potential blackmail risk if it's information that is not out there, it's something a potential adversary could threaten to put out there and thereby make you a security risk. so certainly not for all of those involved but there are circumstances where that would be a security risk and, listen, these background checks are very thorough and they look for questions, they look for weaknesses and they look for things that could be exploited and we know this is not all a bureaucratic process as the white house claims. that for some people who don't have those full security clearances it's because there are still

border security. it's critically important to think about border security. it's not the wall. the president has said that he does not see in his vision a wall going from the pacific ocean to the gulf of mexico. there are certainly places where we need structures, but we also need so many other things layered on top of it so that we actually know who's coming to this country, what's coming to this country, and if they should try to cross the border illegally, we know where they are for no other reason than for humanitarian reasons because thousands of people have died crossing the border. over the last 20 years about 10,000 people, about 1,000 of them young children. by putting into place a wall structure where it makes sense, better technology and resources at the border, we're going to know who's coming to this country, we're going to know what drugs are coming into this country. we're going to do a much better job of finding and protecting people who may be trafficked to this country for the purpose

but to secure our homeland, we need to significantly change our approach to border security and immigration. i was just at the national targeting center with the president, where we discussed the challenges that this poses, and some proposed solution. as you may have seen, the president outlined a generous proposal last week in a framework to prepare both our immigration system and to secure our borders. we're committed to securing our borders and ending the pull factors for illegal migrations that actually make trafficking easy. to begin with, we must secure the border, we need a border wall system, walls work, we talked a lot about walls, but when i say a wall system, it is not just the infrastructure, but it is also the technology and the personnel and importantly it is closing the legal loopholes that prevent my agents who put their lives on the line every day from being able to remove those they apprehend at the border. so we have proposed both technology, the infrastructure personnel and closing of the legal loopholes that exploit our system and enable the traffickers and smugglers to
