[applause] sen. warren: before i begin, i want to say a word about the deferred action for childhood arrivals program, daca. that was just discussed. the fights that we fight for, they matter. in 2012, because of the persistence of many of you in this room, 800,000 young men and women were protected from deportation because of you, because of your work. and because of daca, dreamers who are as american as you are me were promised a chance to work and to live without it -- without a fear of being ripped away from family and friends and the home the most of them know. the chance to build a future. and now, president trump will make a decision on daca. dreamers' future hang in the balance. this tuesday, august 15, people are mobilizing to protect dreamers, so that's not -- so let's not sit back. let stand together and say, president trump, let dreamers stay. they are our friends, our family, and our future. give dreamers the chance to build their dreams. that's what we want to do. [cheers] sen. warren: i look out in this room and i see 3000 progressives, people of every race, gender, religion, and color, all committed to building a better future. i look out here, and i see donald trump's worst nightmare. [cheers] sen. warren: trump's worst nightmare, but also a big threat to everyone who kind of likes things the way they were. -- the way they work right now. a few weeks ago, i read an op-ed in the "new york times" from a so-called democratic strategist and the title was "back to the center, democrats." [booing] sen. warren: sounds like some other people read it, too. it was all about how we have to stop caring about "identity politics." and how we have to stop waging "class warfare." according to this author, the path forward is to go back to locking up nonviolent drug offenders and ripping more holes in our economic safety net. i even got a shout out, apparently i am the face of the problem. [cheers] sen. warren: so is bernie. but let's be really clear here. the real power,

sen.ke: it has. charlie: how does a u.s. senator have time in a time like this to write a book? sen. flake: late nights. i promised my wife i wouldn't be doing it at home when i spent time with her and the kids. a lot of late nights. charlie: how did you write it? sen. flake: i started, actually, last year. i started thinking that a book like this needed to be written. i started to write parts of it. but parts of it were written a decade ago when i was in the house of representatives. any time i would travel home on the weekend, on the plane, before we had wi-fi, i would write. i have 10 brothers and sisters. they were interested in what happened in washington that week. my wife said, "you better write it and post it on the family website. if you don't, they will be calling you all weekend." so, i did. i kept a journal for 12 years. a lot of that has ended up in the book. to write this particular book, i thought at that time that we are going in the wrong direction. someone would see this

[applause] sen. warren: it is your energy, your passion and your commitment to our values that threaten the bland business as usual establishment. we have been warned also before. we have been told, give up, keep your heads and down, act like a grown up, keep doing the same old same old. here is what is interesting. after this he's was published instead of a lot of ferocious back and forth and piling on, this time, no one cared. big yawn. why? because the democratic party is not a going back to the days of welfare reform and of the crime a bill. it is not going to happen. are we clear on that? we are not going to go back to the days of being lukewarm on a choice. no, we are not. [applause] sen. warren: the way i see it, those two parents have something deep down in common. the system is rigged against both of them and against their kids. over the last generation, the most powerful people in this country have gotten way more powerful. corporate profits and ceo pay are near record highs. but workers' wages? they haven't budged, and one after another, workers' rights are getting ripped away. unions are under attack. millions of people are struggling to piece together 2, 3, 4 jobs just to pay the rent. the balance of power is shifting in other parts of our economy, too. you know, in industry after industry -- airlines, banking, health care, agriculture, tech -- a handful of corporate giants control more and more and more. this fight is our fight. this fight is the fight americans have been waiting for for someone to take on. this fight is the fight americans are ready to rally behind. this fight is the fight that americans are counting on us to win. and we are going to turn the

sen. cotton: we built onto that. sen. perdue: we said there would be more to come around to the entire visa green card issued and that is what we have done, close that door. it is not trying to solve all the issues in immigration, it is looking at legal visas and that is what we're focusing on. reporter: if i could just -- sen. cotton: the president has been engaged in this from day one, this is probably her fourth visit to the oval office. our team and his team have been working on it as well. the first version of the act only addressed not implement based green cards, which by the way is over 80% of all the green cards we give out every single year. the president at that time said if you want to go back and take a look at the employment for green cards, the eb-1 great cards, we did that and we consulted with experts and of those that helped to design the canadian system and we came up with a system that is against the mighty what senators to others -- what other senators have supported in the past. creating a point syst

sen. perdue: the gold stander, i worked around the world and the gold standard is the american green card. what we do is we focus on bringing in people that can help protect american workers and grow the economy. it is a standard we have been trying to get to for a long time and this attempt will be successful because of one reason, it has been proven before and two, it limits the effort to just the permanent legal resident issue. the green card as i said in the gold standard and what we need to do is focus on merit-based immigration systems that brings in the best and brightest of the world. this historic document rise in the united states has been built on the back of american workers and what we have done is moved away from that focus in the last few decades. what we have now is an opportunity to change that, to grow the economy and bring in the best and brightest in the world and we look forward to working with the congress in making this happen. reporter: there is not that much appeti

sen. donnelly: thank you. we want to make sure that the rules of this country stand up for american workers. my end outsourcing act, it makes it so that come if you want a federal contract, you are going to be determined whether you have outsourced jobs. if you have, when everything is looked at in the contract -- if everything is the same, the th company who has kept jobs in america is the company that gets the contract. on top of that, it also changes tax laws so there is no benefit to moving jobs some more else. -- somewhere else. there are no tax benefits, there is no moving costs included. that includes tax benefits if you are bringing jobs back to the united states. these are simple things to stand up for our workers. in my state, we have 300 carrier workers who just lost their jobs. there are more that will lose their jobs at christmas. we need to stand up for those families and others around the country to make sure we are fighting to keep jobs here in america. it's my privilege to

sen. cantwell: thank you, madam chair. sen. murkowski: thank you. sen. daines: >> as has been already discussed earlier, vermont is experiencing a busy wildfire season. we have seen 1200 fires so far this year. as we speak, there are 31 fires burning across the state. just yesterday, the top 10 national priority fires are all burning in montana. much of western montana is clouded by smoke, leading to unhealthy air quality for tens of thousands of montanans. hundreds are under evacuation orders, and worst of all, trenton johnson, a 19-year-old from missoula, who was a sophomore at montana state university, my alma mater, he died while battling a fire. just yesterday afternoon, we received word of another loss of life. we lost a firefighter while peak fire.e low low the name has not been released. our thoughts and prayers go to the families of these brave men and women who are protecting our lives and property while risking their lives in these wildfires on the front lines. both appear to have been hit by falling trees. unfortunately, the national interage

sen. cornyn: one reason i like the chart is it demonstrates the ideal of physical infrastructure or walls is not novel. president trump didn't bring -- dream that up. it was something that existed. what the border patrol has told us, and when senator tillis and i were down in the rio grande porous one of the most portions of our border the chief , down there said "i don't care where you are. border security is really about three things. it is about infrastructures, -- walls, fences, and the like -- and it is about technology." i think we have a picture of drones and the types of technology that have force multipliers. then, it is about personnel. because we need to have an adequate number of border patrol in order to detain people who are coming across illegally and then return them to their country of origin. so what we do is we take this proving concept of tactical fences,ucture, walls, and the like, and we build on that to do something that is a multilayered approach, which i think has

sen. corker: thank you so much. i will be brief. i know you have some questions. i first want to thank lindsay, senator graham for bringing this issue forth. i agree with everything he just said relative to the legislation and i want to also thank sandra gerber who came into my office and laid out the evolution of this law. i think many people don't understand that these laws have been in place, been put in place by presidential decree. we know the government is not functioning in a corporate way. i think the he's five years in. these laws were put in place by the president himself. it has continued to evolve, to put more context here. if you commit a fairly low-level terrorist act, you get paid $400 a month. if you commit a very egregious terrorist act, murder an israeli or someone else and you get a 30 year sentence, you get $3500 a month. in interviews with prisoners in israeli jails who have committed these acts, they clearly stated their goal was to ensure that they did something egre

sen. baldwin: wisconsin families depend on our manufacturing jobs. i believe, if we give our workers and manufacturers a level playing field, we will compete and win. to level the playing field, democrats are proposing a better deal. a better deal that prevents trade deals from hurting our workers. it takes on china's cheating. and it puts in and to rewarding companies with tax cuts for workers. it takes on china's cheating. shipping jobs and factories overseas. we would also put in place stronger buy america requirements for taxpayer-funded projects. i have written buy america legislation because i strongly believe american workers should shipping jobs and factories build our infrastructure with american products and taxpayers money should not be spent on iron and steel from foreign countries, like china and russia. my buy america reform passed the senate last year with bipartisan support. when it got to the house, foreign steel companies. washington lobbyists to kill it. speaker ryan and

sen. graham: thank you very much. this is a red letter day in the united states senate. bipartisan support. let me tell you a little bit about the legislation that senator corker and cardin just and cardin just passed through the committee. it is one thing to introduce a bill, it is another thing to make it law. i have never seen a better combination than bob corker and ben cardin when it comes to foreign policy. the foreign relations committee is a model for the rest of us. if you are looking for something that is working in washington, the armed services committee was 27-0. the legislation regarding iran, north korea and russia was 97-2. it went through the foreign relations committee. this committee can get the yes. bob is a natural reconciler of different opinions and this is a big day for me, a big day for the taylor force family. a step forward towards rationality in the mideast and i want to congratulate senator corker and his committee. to tell you a little bit about taylor force -

sen. paul: my side decides that the only way we can replace it is to have a nearly $300 billion insurance stabilization program. they say insurance is too expensive so we'll tax everybody, put it into a fund. give it to the insurance companies who can charge less. so i raised my hand, which is always a danger at lunch. i said i haven't had a new car in a while. they're very expensive. if we could have a new car stabilization fund that would help me. and i have two kids in college. could we have a college stabilization fund? my kids drop their phone in rivers, lakes, you name it. and iphones are expensive. could we not have an i phone stabilization fund? when did it become a republican idea to tax, stick entitle a a fund, give to it a company and tell them to lower their prices? it is not republican, it is not conservative. that's still what they're talking about. when they say we don't have a replacement, they want a government replay. so we got into this detective at the very beginning. i

sen. flake: we have got to lower our rate if we want to be competitive globally. if we want to be competitive globally, we have got to have a lower tax rate. that is priority one. every proposal we have seen has lowered the corporate rate. i am pleased that the houses abandoning its efforts on the border adjustment tax. that is maxingg out a tariff is not good in this environment. we should not be putting up new barriers to trade. we are moving away from that. good thing. i know secretary mnuchin has senators.ng it looks as if the administration will be pushing lower-de-rate, broaden-knee-based kind of perform. lower, -- lower-de-rate, broaden-d-based kind of reform. they lobby hard. it is not going to be easy by any stretch but i think when you compare to health care, it is different. health care is personal to individuals and families in a way that tax reform is not. tax reform, like i said, it will no doubt be tough but we are got to do it. we have congress need a victory here. it hasu
