the senate budget committee estimates the bill will cost $2.6 billion for the first ten years of full implementation of all of that new spending doesn't lower health care costs, and there are multiple sources affirming that. yet, president obama continues to claim that the act will -- quote -- "slow these rising costs." maybe he didn't see the c.m.s.'s chief actuary rhard foster who said overall national health insurance -- excuse me. overall national health expenditures will increase by a total of $311 billion over the next ten years under the law. and when the c.m.s. actuary was asked directly if president obama's health care bill would hold down unsustainable medical costs, just last week that actuary replied -- quote -- "i would say false close quote. last year the c.b.o. also confirmed our concerns about the bill's inability to contain costs, stating -- quote -- "in c.b.o.'s judgment, the health legislation enacted earlier this year does not substantially diminish that pressure." close quote. in additn, increased costs for the government and present and future taxpayers, health i

in january you told the senate budget committee that we are not seeing extraordinary address in the municipal markets. that means investors are reasonably, that there will not be the fault among major borrowers. they may believe that the cosmos states have rules that put debt repayments and interest payments at a very high priority above many organizations. would it not be a good idea if the federal government did the same thing? >> it would reduce the risk for the government, that is for sure. i would like to just comment that it would take some time to change our systems and computers and so want to make sure we could change that prioritization in inappropriate way. doing that would reduce some of the wrist. again, let's be clear, we would need some notice to make that practical. >> but would you recommend it as a long-term reform? >> frankly, i would just prefer that you put the debt limit issue aside and just address directly the long-term fiscal problems. i admit, i agree, and i have emphasized they are very serious indeed to be addressed. that particular device, at least under current l

in january, you told the senate budget committee that we're not seeing extraordinary express in the marketsthat suggests investors are still reasonably confident there's not default among major boar roars. one reason they believe that is because most states have rules that put debt repayment and interest payments at a high priority among many other obligations of the state and localities. would it be a good idea if the federal government did the staple thing? >> well, it would reduce the debt limit. that's for sure. you haven't done that yet, of course. i would like to just comment that it would take some time to change our systems and computers and so on to change that prioritization in the appropriate way, but that would change the risks sorted with debt limit. again, let me be clear, you would need notice to make that practical. >> but would yowl recommend -- you recommend it as a long term reform? >> frankly, again, i would just prefer you put the debt limit issue aside and address directly the long term fiscal props which i admit and agree are serious and need to be address. i'm not sa

and that's why i was particularly pleased that just recently the former chairman of the senate budget committee, our colleague, along with the former director of the congressional budget office have been meeting with leaders of both political parties, talking about the imperative of dealing with the issue of entitlement reform. as we look at the debate that's taking place right now, mr. speaker, on the discretionary spending that is before us and juxtapose that to the massive, massive spending as we look as far as the eye can see when it comes to social security, medicare and other entitlement spending, i believe that we will, if we can deal with entitlement spending, we will be able to have resources to address priorities that i know my california colleague and other colleagues on both sides of the aisle share. so that's why i think that it's important for both the left and the right to come together and recognize that the problems that exist, the problems that exist with entitlement spending need to be addressed in a bipartisan way, they can be addressed in a bipartisan way and in so doing we
