that's the most senior democrat on the senate judiciary committee. u chaired that panel in the past. would you explain what the role of the senate judiciary committee is, vis-a-vis the supreme court? >> you have to be careful. what i said during the first televised hearings by the supreme court nomination hearing. that was for sandra day o'connor. i had to explain the most the way american system or government work. it probably be the moment when they choose a justice of the supreme court. it's a moment in the interest of all three branches are government joined. also when the guardianship of a constitution have to be safely conveyed. that we have to stand there and say, is this man or woman going to be a guided by our constitution. realize in the senate, there's 100 senators, we have to make a decision for 300 million americans. the decision we make on supreme court justices goes beyond the time most of us will serve. they are lifetime appointments in the supreme court. if you make a mistake, you don't get to do a do over. >> what do you look for? >>

this year the senate appropriations committee passed with bipartisan majorities a similar travel amendment by senator moran and myself and two other amendments to facilitate u.s. agriculture exports and shipping to and from cuba. in contrast, the house of representatives adopted half a dozen provisions offered by just one member that would turn back the clock. i have no doubt the path begun by president obama and president raul castro is the right one for the people of both countries and the dwindling few continue to try to stand in its way. they'll bolt the united states and cuba. history is not on their side. rather than continue to cling to a policy that is misguided from its inception that did nothing to help the cuban people, they should respect the will of the constituents on whose behalf they erroneously claim to speak. mr. president -- madam president, i apologize. madam president, it was only 12 months ago senator flake and i walked up the gang plank on to the president's plane with alan and judy gross. a son-in-law, lawrence jackson was one of the president's photographers there.

and i'm pleased to acknowledge that the efforts that led to those steps began in the senate finance committee. highways and infrastructure -- one of the biggest and greatest successes we've had in the senate this year was the passage and enactment of a long-term extension of the highway trust fund. the final highway bill, which we passed just a few weeks ago, provides five years of continuous highway funding, the longest extension of transportation funding since 1998 and the longest real lit since the reagan years -- really since the reagan years. the typical cycle for funding highways went something like this: step one, leaders recognize a near exhaust of funding. those leaders work with the relevant committee chairman to cobble enough off sets to pay for a short-term extension, usually somewhere between six and 18 months. step three, congress passes a short-term extension with little fan fair and absolutely no -- fan fards and absolutely no celebration. step four, every member of congress spends the next six to 18 months complaining about this process. step five, start again at step one. th

committee. out of the senate finance committee, that is. our t.p.a. bill receives strong -- a strong bipartisan vote in the committee and another one here on the floor. actually, to be precise, we had to pass it twice in the senate with similar results on both occasions. this legislation put in place strong negotiating objectives to ensure our negotiated trade agreements reflect the collective will of congress. it also empowered our negotiators to reach the best deals possible by providing a path for getting fair up or down votes for future trade agreements, giving our trading partners the assurances they need to put their best offers forth on the table. i don't want to go into too much detail today about any specific trade agreements that may or may not make their way to congress in the future. i just want to point out that the finance committee t.p.a. bill will ensure that we have all the information we need to make an informed decision on any agreement that congress has the ultimate say over, whether any agreement enters into force. the finance com

committees. the senior senator from arizona is the chair of the defense authorizing committee, the armed services committee, and i have been chair now and am the vice chair of the defense appropriations subcommittee. the senior senator from arizona started including provisions in the authorizing bill, saying that we could not -- the u.l.a., the united launch alliance, could not use russian engines to launch satellites and compete for business using those engines in the united states. and so the air force came to see me. first, i might add, a letter was sent when this provision was added in the defense authorization bill, a letter was sent in may of this year, signed by ash carter, the secretary of defense, and james clapper, the director of national intelligence, suggesting that this exclusion of russian engines so quickly could cause a problem, in terms of the availability of missiles to launch satellites as we need them. the limitation that was put in by the defense authorization committee as to the number of engines that could be used would be quickly depleted, and the air force and the depart
