yesterday, the rejection shun of a house plan, and now this rejection by senate democrats of a plan byuding the duration of that debt ceiling increase were unpalatable to democrats and the white house as well. what you're basically seeing play out is president obama has said all along he doesn't want to negotiate, and he doesn't want to negotiate on the shutdown. he doesn't really want to have this threat when it comes to reopening the government. white house senses at this point they have more leverage. i think they're looking at some of the polls out there that show while everyone is blaming washington in general, they are in particular blaming rpg. approval ratings for the tea party at an all-time low, a recent poll showed this week, so it doesn't give the white house an impetus to cave on this. they that it's more where republicans should be heading, miguel. >> there's a sense they're pleased, that the momentum seems to be back at the senate. where they possibly can cut a deal, where there seems to be some room for maneuver? >> were house republicans pleased by that, you mean? >> i

house republicans have set up legislation that will fund government operations but senate democrats have rejected each and every bill. they are arguing that the house bills are simply illegitimate because they contain policy measures that the democrats do not like. what normally happens when of the two parties disagree on a policy is a negotiation. each side gives up a little and gets a little and you end up with a bipartisan compromise. the problem right now is senate democrats are refusing to negotiate. here is a partial list of what they rejected. they rejected a one-year delay in obamacare's mandate for individuals and families even though the administration has already delayed the mandate for employers. they have rejected a bill that would force members of congress to obey the same health care laws as everybody else. they have rejected a bill that would abolish obamacare's medical device tax even though the majority of their caucus expressed support. even though they voted against the tax when it did not matter and voted to keep it when it did. meanwhile, president obama has threate

just moments ago president obama urged speaker john boehner to hold a vote on a senate democratic plan to raise the debt cap. susan mcged innes has the latest from washington. >> reporter: house republicans will meet behind closed doors this morning to strategize about how they will handle the government shutdown and the looming debt ceiling crisis. >> over the last 10 days we've been through quite a bit. >> reporter: house speaker john boehner says the president has the power to end the stalemate. >> the president's refusal to negotiate is hurting our economy and putting our country at risk. >> reporter: but the president says only congress can approve funding bills. and is calling on boehner to allow a vote on a no strings attached bill the president believes has enough support to pass. >> the reason that speaker boehner hasn't called a vote on it is he apparently doesn't want to see the shutdown end at the moment. >> reporter: it's not just the shutdown they are debating. the government is expected to run out of money to pay its bills on october 17th unless congress votes to raise t

and the math problem is there are 55 democrats in the senate and 45 republicans. so the democrats are not going to fully repeal what they think is an important accomplishment. >> there's another math problem, senator, in that the recent polls have not been good for republicans in the wake of the shutdown, debt ceiling increase. including a new poll out by cnn asking is the republican party control of the house good or bad for the country? it's really turned down 54% bad, 38% good. are you worried seeing these numbers? >> certainly shutting down the government was a flawed strategy. one of my favorite kentucky sayings is there's no education in the second kick of a mule. the first kick of a mule was when the government was shutdown in 1995 and this was the second kick. it was a mistake. we knew it was a mistake back in july. but others decided to pursue this strategy. it did not work. but it's behind us. we're moving on. the issue before us and before the american people is obama care, which is the subject you and i have been talking about. and to fully repeal obama
