they knew, like i said, that all 50 senate democrats need to get on board and they need to make that concession in the end. senator manchin wasn't too happy when we were talking to him earlier. he walked out of the chamber saying, it's over, telling reporters that they made. it they passed the bill. i think that's really where you have to look for when you look at the last year and a half in trying to do build back better and trying to do all of these things. progressives, essentially, said well if senator manchin and sinema can write a better build and go for it. to it. nobody really thought this was actually gonna end up in fruition. the fact that they are voting on it now is actually a huge deal. >> julie, is it over than for today? once this passes, they are all done, and then until friday it goes back to the house for passage in the house? >> yes, senators are already string out. we have reporters standing outside. they're saying they're coming out there. they're getting in their cars, they're heading. home this goes on to the house at the end of the week. >> bob, can you just ta

in that time, we'll sit and wait, but this is a bill that senate democrats, a lot of them, didn't thinkget this much done. when talks collapsed this summer with senator manchin, it didn't appear this would get done. what's in this bill, you mentioned it's the largest investment in climate policies we have seen come out of the u.s. senate. $369 billion in there. there's tax incentives to try to boost renewable energy. there's also a number of provisions that they hope and think will bring down carbon emissions by 40% by 2030. there's also healthcare initiatives in there that would extend the aca subsidies by three years and medicare would be allowed to negotiate drug pr pr prices for some drugs. there's also some tax revisions including a 15% minimum corporate tax and tax on stock buybacks. so democrats are hopeful and it will likely pass out of here, it's just matter of time. they just have to go through this very complex process. so we are waiting tfor them to kick that off with a motion to proceed. what follows that is 20 hours of debate where senate republicans can really exact some

but again, the real question is, what does senator bernie sanders do? democrats believe he has with him on this, but he has been going to the senate floor day in, day out talk about his problems with the bill, things he doesn't like, and he's also expected to offer a few amendments. the question s how hard it is? where do democrats fall on some of these amendments? at the end of the day, is there a wraparound amendment? which is wrap around jaguar ton say, all these we're watching closely could get taken away from the bill, and then they can move forward. >> bernie sanders saying if you want transformational change we have to ability to do that. this is not transformational, not big enough in his eyes. and the democrats are trying to get all these agenda items done buzz they know among other things this would really boost their chances going into the midterms. in simple terms it would give them something clear to run on that their base and a lot of republicans are behind, lower prescription drug prices, lot of americans have concern about climate change as well.

joining me now exclusively for his very first sunday show interview as a senator, democratic senator mark kelly of arizona. senator, thanks for joining us. so, you're standing in front of the phoenix grand canal in your home state of arizona that your state is in the midst of an unprecedented drought. the federal government just announced new restrictions that can going to cut arizona supply of the colorado river by 21%. what will those cuts mean for arizonaens and will they actually do anything to address the core problem, there simply isn't enough water, in part because of the climate crisis? >> well, jake, let me start by saying that these cuts were decided during the last administration. you know, the states working together to come up with a plan to deal with this unprecedented drought. we took cuts when lake meade fell below 1,075 below sea level and now below 1,050 feet. we were anticipating this and the states worked together on this plan. you're right. we have this climate crisis affecting water in the west. these reservoirs, lake powell, lake meade have gotten to historical

because the senate parliamentarian was able to basically give democrats what they need to do to advance majority of this bill, which means because it is under reconciliation rules, they only need 50 plus one. as opposed to other legislations in the senate where you usually need 60 votes in order to stop a filibuster, this time around, the republicans really have no recourse at this point to stop the bill, which is why democrats were so hell-bent on making sure they got this through reconciliation and that they had manchin and sinema on board, because they couldn't afford to lose a vote. yeah, the republicans are little subdued because any tricks that they usually use or amendments that they would put in to try to delay it, all of that is over with now because the parliamentarian has ruled, so now they can move forward which is what is happening right now, and this is a big win for democrats and for president biden as far as their agenda, which is something that republicans obviously don't want going into a midterm election, where the political environment is favorable to them. >> they c
