that is when senators chuck schumer and jay rockefeller are expected to bring their proposals for a publicption, not in the baucus bill. how is that expected to play out? >> that's right. this, of course, is an option that is in the house legislation. it is preferred by many liberals who are now saying if we're not going to have many or any republican votes, this bill should be more to our liking. it is hard to say that they will have the votes for that proposal in committee, and we're not even certain if they will, in fact, call for the voting committee, because you do a little bit of strategizing about whether or not you want to lose a vote in committee or just wait, but senator chuck schumer, one of the main proponents, is saying we're going to fight this every step of the way, and he feels optimistic that later in the process on the senate floor or in this conference committee where the white house will also be involved, he's more optimistic about the prospects. >> what about the public option versus the trigger option? i know nancy pelosi has harsh words about that. but what is more l

from senator chuck schumer, quote, we're going to get at this, meaning the public option. we're going to get at this and at this and at this until we succeed because we believe it so strongly, he said. and he said that the more people hear about the benefits of the public option, the more they're going to like it. so i want to ask you, you heard john harwood, i'm sure. is the public option dead? >> well, it's not dead, but i think john harwood's report is pretty accurate. it's hard to predict everything that happens around here. i think at the end of the day, it's a hard sell. they come up short and there will be some substitute that most democrats will rally around when the public option ends up failing. >> if we go to senator conrad's idea of some kind of cooperative, which i believe would be government financed, at least initially, or if we went to senator snowe's idea of a trigger mechanism down the road for a government option, does that still threaten the government takeover of health care? >> sure. i mean, the question here, this is a solution looking for a problem.

the amendment by senator chuck schumer failed 13-10.licans voted against it, and at least a couple of democrats, including the committee chair, max baucus, also voted against the public option. again, the reason this is so significant, and we're looking at senator bennett there talk sort of about his amendment, which is being introduced next, but the reason this vote on the schumer amendment is so significant because this is the more conservative of the two that many democrats thought might attract at least some support by centrist democrats. but it did not get enough. and this means that the bill that's going to merge out of the baucus committee will not have the public option and it also means it will likely then not be part of the what the senate passes and tries to merge with the house. so, a major setback for progressive democrats today. we're hoping that a public option, some sort of version of a public government plan to compete with the private for-profit insurance companies might be tacked on. but it is not being tacked on in t

>> senators john rockefeller and chuck schumer will offer at least one or two public plan amendments next tuesday. that will probably fail in committee. the point is to get the idea out there. rockefeller and schumer say they do not really expect to succeed, but they want to get the debate started in committee, and when they move to the floor, they will have a better shot. >> our house leader is going to shape a bill that has a public auction in when they will meet opposition from the blue dog democrats? >> they were talking about that today. the point of dispute is how the public plan would be structured and what rate to pay for providers. you can create a public plan that pays medicare rates are one that pays rates that are negotiated. a lot of more conservative democrats want negotiated rates. the liberals want medicare rates because you get stronger cross savings there. there is an $80 million difference there over 10 years. >> back to the finance committee, looking into next week, do you think any of these public option amendments will survive? >> no, they are all going to fail.

you will have both senator chuck schumer and jay rockefeller offering amendments to the max baucus billthat is being considered in that committee. and they are going to try to throw the public option into this bill, it is going to be an uphill battle -- the most conservative of the five congressional committees that has already considered this legislation. it is going to be very difficult for this public option plan to pass the senate finance committee and frank way on the floor. what charles schumer and rockefeller hope is by -- that they can build momentum, show there are democrats who want to get behind this. but when you have moderate members like blanche lincoln and mary landrieu and evan dabayh tt have misgivings -- it will be difficult for democrats to grouse all of them to vote in favor of the public option. what we will see today is the part one of the push for a public option among more liberal democratic members, and whether or not it translates into an amendment that passes is really a big question. host: what beyond the public option you expect to see in the markup? guest:
