sen. harris: the criminal justice system is not working for the african-american community. i can tell you as the chief law enforcement officer, it is not working. we see that in the statistics. 2 million people in the prison system, 40% african america, in spite of the fact we only constitute 13% of the general population. it is not working when we recognize the african-american men, the leading cause of their death is homicide. our communities suffer because our babies hear the gunfire every night and has -- so the seven-year-old has posttraumatic stress disorder. they cannot go to school the next day and learn. the criminal justice system is not working for us. what we have failed to do is own the issue of law enforcement. we talk about the statistics in the context always of it is unfair, morally incorrect. maybe we have learned that from the church. it is morally incorrect. nobody cares about that. you can look at katrina. nobody cares that we have a lot of young black men in prison.
