jim clancy is in seoul, south korea, this morning. could north korea be toning down its threats? >> well, it would seem that way, at least for one day. let's be cautious here because a day does not any policy make. we know so little of what goes on inside north korea. it's hard to judge here. we know the regime is very unpredictable and we have to keep that in mind. a couple thoughts here. the first one is that perhaps kim jung-un is listening to those voices outside his country. voices like china asking him to dial it back to tone it down. second, there were some north korean experts that were getting to the point that they said kim jung-un was painting himself into a corner with all of these threats, especially with his domestic audience. in other words, the north koreans themselves have been whipped into such a frenzy, how would you turn it off? what would happen to him? would he lose his position? his respect in north korea? what kind of a crisis could that provoke, if he felt he had to take action in order to keep his standing among his own people. so, a lot of reason for pe

cnn international anchor jim clancy is in seoul, south carolina, this morning. jim, what could this silence mean? >> well, you know, it's really hard to analyze what's going on inside north korea because so few of us really know, you know, the inside. the country is closed off from the outside world. but one of the obvious things people are raising right now is perhaps the message has gotten through, not from france and new zealand that were just the latest countries to join the long list of people telling kim jung-un to tone it down. more likely the messages from russia and china that are are two of their strongest backers asking him to turn down the temperature on the korean peninsula because it just reached a fever pitch, as you noted. at the same time, that message was directed towards the united states. i don't think you'll see the u.s. sending any more b-2 bombers flying on practice bomb runs over south korea. that, too, contributed to some of the tension. i think there's an interest here for everybody in the region to try to get things tempered down just

i went to seoul 40 years ago as chief of station and seoul, in those days, had a number of similarities with north korea today. they had a secret nuke nuclear weapons program. they were buying systems without telling us and treating their own people very badly and had an intelligence service that was totally out of control. now, the change from then to now is striking and it has been the result of continuous engagement by us with the south koreans through some tremendous ups and downs including jimmy carter who wanted to pull all our troops out. he was so disgusted with the south koreans at that point. but we stuck with them. it hasn't been easy. but the result is a magnificent relationship with a country that president obama thinks of as our most reliable ally in northeast asia. >> i take it you see differently? >> a little bit. first of all, i don't think south korea in 1970s is north korea today. secondly, i'm not against engagement either. i was part of administration that in the second term did reach two agreements with north korea on their nuclear weapons. i think the problem righ
